With two years remaining for the 2017 Assembly elections , the Uttar Pradesh Chief Minister, Akhilesh Yadav has unveiled the “Development Agenda for 2015-16” with its focus on infrastructure and human resource development and transparency in administration. Taking note of the Aam Aadmi Party’s landslide victory in the Delhi Assembly elections, Mr. Yadav thanked the people of Delhi for “taking a judicious decision” (“sujh-bhuj ke nirhnae liya”). The Chief Minister added that the Bharatiya Janata Party will bite the dust at the hands of Samajwadi Party in U.P.

the 44-page Development Agenda at his residence on Wednesday, the Chief Minister said a timeline has to be fixed for the completion of the projects with separate budgetary allocation for overcoming financial crunch. He said the biggest challenge before the Government in its first two years in office was how to implement the promises made to the people in the election manifesto. “The public welfare measures promised in the manifesto have been completed,” the Chief Minister claimed. He said the development agenda gave a direction to development activities.
Incidentally, the Development Agenda for 2015-2016 contained 95 items which have been carried forward from the previous fiscal year’s development document. This clearly pointed towards several unfinished projects. The latest Development Agenda contains 73 new areas.
Referring to the latest document, Mr. Yadav said it has 168 agenda points with thrust on infrastructure development. “For the first time, a decision on joining the district headquarters with four-lane roads was a taken and some of the roads would be inaugurated soon,” he said. He said several incomplete bridges, which were hanging in the air, are on the course of being completed. The Chief Minister admitted that corruption and how to ensure transparency was a huge challenge before the Government, but added that zero tolerance would be adopted in such cases. Mr. Yadav said the use of technology can deter corruption. “There have been no complaints in the implementation of the Samajwadi Pension Yojana,” the Chief Minister noted.
Giving details of the development agenda, the Chief Secretary, Alok Ranjan said for the first time suggestions from the pubic was sought, which were discussed threadbare before being incorporated in the document. “Milestones will be finalized and targets would be fixed, allocation for the agenda points would be made in the Budget for the fiscal 2015-2016 so that there is no scarcity of money”, the Chief Secretary said.
While work on the Agra-Lucknow Expressway and the Lucknow Metro project was going as per the schedule, steps have been taken to ensure 16 hours power supply to the villages and 22 hours to the urban areas, the Chief Secretary added. Mr. Ranjan said as part of the ongoing development process, 75,000 vacant posts would be filled this year and new projects like the Trans-Ganga Pariyojana in Kanpur, Sangam City Project in Allahabad, the Varanasi, Lucknow, Agra “Heritage Arc” and Asha Jyoti Kendras for women would be taken up.

Sir, I feel that the new Premium fares are not taken in good spirit by people, atleast they can think more deeply on this aspect in the upcoming budget.
