Full fencing is badly required but not at all feasible in india as of now.
We have majority road crossings here as unmanned/manned without flyovers.
Plus many farmers have farming lands on both sides of tracks. Some are like their half land is this side and other half is that side. So they have to cross the tracks irrespective of risks. Railways have taken the land on lease to build tracks on it.

many people have houses nearby to tracks , they will never allow fencing on tracks.
Instead if flyover high speed tracks are made , then that would be more helpful for all. We only need a proper boost up from japan Govt (who have promised to help monetarily and technologically) , Private Companies to invest some funds and the Indian govt.

Yes, in fog trains are not visible. So IR puts these stickers on engine of trains to make it visible for public and avvoid accidents in railway crossing.
