Patna: The new general manager of East Central Railway (ECR), DK Gayen, has to face tough challenges as far as improving facilities at railway stations and running trains under his jurisdiction on time.
Senior officials said though the ECR has made its presence felt at national level by impressive earning in goods segment, the general refrain is that it badly lacks infrastructure to run passenger trains on time. A recent survey also revealed that most of the stations falling under ECR are among the dirtiest in the country.
The zone comprises five divisions
namely Danapur, Mughalsarai, Dhanbad, Sonepur and Samastipur. Projects worth about Rs35,000 crore have been in progress. "The new GM has to accelerate the pace of development in Bihar which is set to become a hub of Indian Railways in future," said a railway officer.
Gayen has vast experience as a mechanical engineer and he must ensure smooth functioning of the Harnaut coach maintenance workshop and wheel factory at Bela near Chhapra. The two ambitious projects need modernization and better infrastructure. It is not known why the two factories have not been officially inaugurated so far. Besides, production in the wheel factory at Bela needs to be improved.
"With the commissioning of Digha-Sonepur and Munger rail bridges, Gayen must ensure early completion of the Kosi rail bridge at Nirmali (south Bihar) and many other projects related to new lines, gauge conversion and conversion of unmanned gates into manned ones during his tenure," the officer added.
The new GM is familiar with the ECR work culture. He had a brief stint as Mughalsarai DRM. Gayen, of course, will find it tough to get smooth development at two long pending projects - diesel locomotive factory at Marhaurah in Saran district and electric locomotive factory at Madhepura. These two projects, if commissioned, will change the face of Bihar and boost the state's economy. Indian Railways has already awarded contracts to foreign companies under the foreign direct investment (FDI) mode, sources said.
Security for women passengers is the major concern for railways in Bihar. Gayen will have to take up the issue with top bureaucrats of the state to provide foolproof security to women passengers on running trains. Railways needs to refurbish its own security system at vulnerable places.
The new GM will have to work hard to ensure not only punctuality of passenger trains, but it is also to check unnecessary detention of trains at the outer signals in Danapur division.
Patliputra Junction has been made functional, but it badly lacks proper amenities for passengers. Communication is another problem for the common people to reach there during late evening hours.
The new GM will have to fulfil common people's demands for better infrastructure at Patliputra Junction.
