GHAZIABAD: A detailed project report (DPR) for a high-speed train service on the Delhi-Ghaziabad-Meerut route was unveiled at a meeting of the National Capital Region Planning Board (NCRPB) and submitted to the UP state and the Central governments on Saturday.
The DPR on the upcoming Regional Rapid Transit System (RRTS) Delhi-Ghaziabad-Meerut commuter service, prepared by the NCRPB, was discussed at a stakeholders' meeting here. A comprehensive presentation covering the key factors and specifications of the project was also made at the meeting.
The RRTS corridor will be a double-line standard gauge, rapid railway
system, which will be built on elevated viaducts, but will also be underground in heavily populated areas like Sarai Kale Khan, Shatabdi Nagar Nauchandi, HRS Chowk and Shastri Nagar.
According to officials, the Delhi-Ghaziabad-Meerut RRTS will cover a distance of 90.050km in about one hour, because of its speed at 180 km/hr, which is three times more than the average speed of the Delhi Metro system in place. The stations on the RRTS route will be placed at a distance of 5.5km, starting from Sarai Kale Khan in Delhi to Modipuram in Meerut.
"The Delhi-Ghaziabad-Meerut corridor will have state-of-the-art interiors. The train will will have airline-type seating arrangement with fully airconditioned coaches, and a 2+2 seating system. The coaches will also have enough space for luggage. There will be 12 coaches per train and the traction power will be 25kV," said the team leader and consultant, National Capital Region Transport Corporation (NCRTC), who requested anonymity. The NCRTC is the implementing body of the project. "The ridership of this project is really high and the proposed system is expected to carry 7.4 lakh passengers by the expected year of completion in 2021," the team leader said.
"The estimated cost involved in the implementation of the project is Rs 22,000 crore without taxes," said V K Singh, MD, NCRTC. "The funding of the project will come from multilateral sources. As much as 60% of the total estimated cost will come from grants from the Central government and state government (50-50) and 30% equities. The remaining 40% will be funded by international funding agencies like World Bank, ADG, etc will be funding the project," he said.
However, the revenue from the project will be generated by the fare charged and the development cess levied by the state government.
A total of eight Regional Rapid Transit System (RRTS) corridors linking Delhi to various of its surrounding cities have been proposed, out of which the Delhi-Ghaziabad-Meerut, Delhi-Alwar and Delhi Panipat RRTS corridors have been chosen for implementation in the first phase.
"The project is currently in the planning to approval stage and the construction is expected to begin in six to eight months," an official said. However, numerous bottlenecks have been identified along the Delhi-Meerut expressway like there is construction on both sides of the expressway, which is why 'a split flyover' concept will be implemented that will significantly help reduce the traffic congestion on the road.

IR planning some costly and futuristic projects in standard gauge and some in broad guage, is an indication of inconsistency of important/ big decisions and myopic planning. A large amounts spent to convert MG/NG to BG since last 25 years on hand and planning new projects in standard gauge is surprising practice, which may turn out to be loss making proposition. One fine day after 10-15 years, IR shall suddenly realize that the new RRTS routes are not getting patronage/utilized and should be converted and integrated with existing BG!! for more connectivity & patronage..
The SHS routes under RRTS can become get connected and act as expansion of planned SHS rail network which is being implemented. SHS & RRTS shall complement and
reinforce each other by feeding to as well as receiving additional traffic from each other, thereby reinforcing each other and increasing each other's viability. BG will be a win-win situation where The SHS & RRTS routes shall be better utilised and at the same time public shall be served much better.
