Locos are not arranged in advance to the best of my knowledge that too 20 days before. There are many factors like maintenance,distance travelled,emergency situations. No loco can be put on hold like that.

I completely agree with you. But please note that Raj and Shatabdi are regular trains. So the loco put on hold can be sent easily without making it idle for a long time. The loco which comes with the incoming train goes back with the same train usually. Holding for 2-3 days usually for maintenance is fine but making a loco idle for 20 days is not an efficient way of utilising locos.
