why dont rly zones have independent rights of starting new trains/ increase freq./ extensions/..... etc..
generally, railways run a train over more than two zones. even if they introduce within zone, they must not disturb existing train schedules.
they have power to run "special" trains without disturbing timings of existing trains. thats why generally special trains run late.

Starting a train is not just a 'mere ministerial promise' but a whole new endeavour
1- allocating coaches, engines, tracks , staff is unified under IR a single entity.
and zones are simply a way of Adminstering the trains, tracks and staff for efficiency only.
It is like India has Single Army, Navy and Airforce.

ok.. agreed .. but hw abt extensions/ increase in freq... these atleast can be given....?
