Representatives of over 65 lakh people affected by various projects across Maharashtra will hold a day-long conference at a rehabilitated village in Satara district on July 10.
“The issue of rehabilitation of project-affected people (PAP) is too old, and over 65 lakh people have been affected for over 50 years now. I realised the complexity of the issue when I helped the people of Boriv — a rehabilitated village in Satara — to get notified as a gram panchayat, and hence I decided to bring all such people on a single platform,” said Madhav Bhandari of Janajagar Pratishthan.

Janajagar Pratishthan is a forum mooted by Mr. Bhandari to raise issues related to rehabilitation. Mr. Bhandari, also the State BJP spokesperson, said the conference would be an open platform.
Revenue minister Chandrakant Patil will attend the conference and is expected to expedite the process of rehabilitation, said Mr. Bhandari. “A constructive dialogue is a better option than agitation to resolve issues. And this is the thing that we want to highlight through the conference.”
Around four decades ago, Boriv was displaced on account of Dhom reservoir and then rehabilitated. But it could not avail of the government schemes for rehabilitation, as many of them are routed through gram panchayats, he said.
The administration had not constituted a panchayat when the village went for rehabilitation. There are 29 dams built in Satara district and all the projects with issues related to rehabilitation are pending.
The Konkan Railway project has over 49,000 PAPs, while the widening of Mumbai-Goa highway has displaced around 20,000 people.
Also, there are over 25,000 PAPs in Vidarbha, who have lost their land and livelihood to power projects. Irrigation projects, power projects, highway projects, forestation projects, and housing projects are the major ones that will be covered at the conference, he said.

* 65lac disgruntled Project Affected People in a single state, Maharashtra, 49000 PAPs for a single Konkan Rly project struggling for rehabilitation is a very grim situation. It means that 6% of population is waiting for rehabilitation which is almost impossible for cash strapped state govts/ central govt. Some thing is not right with the relevant laws or its implementation.
* Land acquisition laws have to be practical and balanced, it should promote the creation of new infrastructure in the interest of nation, and should give fair price for the land to the land owner and help them with facilities like training etc for their rehabilitation.

In some of the projects there had been demand of many times the market price of land acquired, along with a job to a kin and a share in new factory/ infrastructure by people, whose land had been acquired for infrastructure projects.
* If a Infrastructure projects like KR require little land acquisition from about 50,000 people. It would be very difficult to construct new roads & rail lines in future unless the land acquisition laws & procedures are rationalized & streamlined.
