Not unnecessary. It's just the loco of the second freight train and will take over after the rake is split up at the next freight yard. On routes which are not as straight and level as this route, the middle loco will also be required to be active.

I've seen Python rakes waiting in JTJ yard very frequently! I assumed they would go all the way till TNP yard.
