Kolkata: Rakes for the East-West Metro corridor will not arrive any time soon.
BEML Ltd, which won the Rs 899-crore contract from the Kolkata Metro Rail Corporation Ltd (KMRCL) to supply 14 rakes for the East West service, has said it can deliver the first rake only in March 2018, five months behind schedule.
The delay in delivery has cast a cloud on the June 2018 launch of the East West Metro's first phase between Salt Lake Sector V and Phoolbagan. To maintain a frequency of 6 minutes on the 7.07km stretch, a
minimum of five rakes are required. KMRCL officials hope the rakes will be delivered in double quick time, but admit that the delay has left little room for manoeuvre.
BEML was originally scheduled to deliver the first rake in October 2017. But the delivery date was pushed back due to delay in supply of a vital component that KMRCL has to procure from Europe. The fresh delivery schedules were drawn up at a meeting at KMRCL headquarters on December 15.
"The delay is due to certain supply delays from affiliated contractors and not due to any problem at BEML's end," said AGM (corporate communications) Ramananda S.
When KMRCL had awarded the contract to BEML in February 2016, the letter of intent (LOI) specified a delivery schedule of 128 weeks, or till July 2019. Later, considering the traffic congestion in Kolkata, BEML and KMRCL mutually agreed to reduce the schedule to 85 weeks. This effectively meant the first rakes were to be ready by the end of 2017. However, a special cable that KMRCL is procuring from France is yet to be delivered to BEML. The cable has to pass through each coach to set up the communications-based train control (CBTC) that will enable telecommunications between the train and track equipment.
"Even if the cable reaches the factory within the next few days, the first rake can roll out only in March," the BEML official said.
Though KMRCL has sent a reminder to the French firm, the cable's delivery is likely to be delayed as the whole of Europe is currently shut for Christmas and New Year. "We are in talks with BEML and will try to get the first rake in February. But before that, we will get the mock-up coach from BEML next week to check if any modifications in design are needed ," a senior KMRCL official said.
A mock-up coach is just a shell with no propulsion. The existing Metro Railway is stuck with two new rakes from Integral Coach Factory, Perambur, as they are not fully compatible with the system being used in the north-south corridor.
