Not exactly the 'best', but they do have an advantage because of a system called 'creep control'. Basically the system allows the locomotive to operate at optimal conditions and avoid wheel slip. This gives it a slight advantage on ghat sections as they can avoid wheel slip better than the other locomotives.
Unfortunately the specifications mentioned for the converted locomotive do not have any information regarding the creep control system. If it is retained, then it will definitely maintain its performance.

Fair point, but this has been well documented. RDSO released the specification for the converted locos a few months ago. They have maintained that the objective is to convert all GTO based WDG4 locos and ALCO (WDG3A) locos into twin Co-Co electric locomotives. I have attached the relevant document.
Hybrid locomotives will be a more 'from the ground-up' design. Adding the heavy equipment for electric traction and all the relevant components while maintaining the axle load and locomotive dimensions is a really big challenge and it is unlikely that it can be done by simply converting an existing locomotive. They will definitely reuse some of the existing framework, but the locomotive will definitely require a more
fundamental redesign.

No idea. Pretty much every shed that has held WAM4/WAG5 locos should be able to handle the maintenance.
