Guwahati/Dibrugarh: In Assam, out of 230 railway stations under the Northeast Frontier Railway (NFR), only 12 stations have closed-circuit camera installations to keep continuous vigil on the movement of people. Such drawbacks came to light after the twin murders took place on the same route in Upper Assam within 36 hours. "The security and vigilance system of the railways in Assam is not adequate. We are trying our best to improve it. Currently, there are only 12 stations with CCTV facilities. Now we are trying to extend it. A proposal has already been submitted to the government," Assam DGP Kuladhar Saikia said. The DGP also admitted to the lack of adequate workforce in Government Railway Police. "I cannot say the exact current strength but it is not adequate for the state. Now we will also start checking the database of criminals who were acquitted earlier." Speaking to reporters on Friday, RPF...
inspector-general B.D. Mishra said, "In NFR there are 2,500 RPF personnel now on duty, among them only 26 are women. The recruitment process has begun now." On Friday, Assam police, higher officials of NFR, RPF and GRP met to prepare a security plan for the railway in Assam. "In today's meeting we have taken various important decisions. All unauthorised vendors will restricted in every railway station. Security will be rearranged for all kinds of coaches. Around five more companies of RPF will be formed soon. Security will be available in local trains also," the DGP said. The non-functioning of CCTV cameras is also an issue. In Upper Assam's Banipur railway station, out of seven CCTV cameras, only five are functioning but do not have recording facilities. Bolin Deori, the additional superintendent of police (headquarters), Sivasagar, and who headed the special investigation team of the twin murders, told the reporters that there was a lapse in the security arrangement at Banipur railway station. He said the CCTV cameras installed in the Banipur railway station have no recording system. "This creates a problem in the investigation," he added. An RPF sub-inspector at Banipur railway station said there is a shortage of manpower because they have to give regular escorts for trains. "Fifty RPF personnel are deployed at Banipur railway station and we need at least 100. We have written to the state government for the deployment of GRP at Banipur. Earlier there was an RPF battalion at Banipur railway station but due to elections it was shifted and deployed in other railway stations of the Northeast," an RPF sub-inspector said. He admitted that there are loopholes in the security system. "Railways have a tie up with the signalling and telecom department and they maintain the CCTV cameras. For the past year, they are not maintaining it," he said. "Security of passengers must be the top priority of the railways. The railway should upgrade its security system," said Sunil Rajkonwar, the president of the Anchalikbadi Asom Gana Parishad (AAGP).

@all: At this time, the PNR Forum is functioning again, albeit at a greatly reduced volume and efficiency. Refreshing PNRs is a very cumbersome affair. We may expect this to end as well, eventually, as the Govt. tightens these controls further. At IRI, we CANNOT waste any more time on this fruitless...
