The National Board for Wildlife (NBWL) has sent the long-delayed and controversial Hubbali-Ankola railway project back to the State government on Friday for approval from the State Wildlife Board. “This is prime forest in the Western Ghats and the way the project is conceived now, is unacceptable,” said a source privy to the meeting. The project, which will claim 1,300 acres of forest land and over 1.73 lakh trees for the 165-km new railway line connecting the hinterlands to the ports in the coast, had been sent to the NBWL by the State government for wildlife clearance.
The Hubbali-Ankola line has featured in several previous editions of the NBWL meetings, the last on June 29. A formal record of the meeting, that
explains the reasoning behind the decisions of the NBWL, is vetted by the meeting’s participants and made available for public record. The standing committee of the NBWL, chaired by the Union Environment Minister Harsh Vardhan, consists of seven members — a mix of conservationists, officials from the Union Environment Ministry and representatives of the State Forest Department.
Sources in the meeting on Friday said the project has to first get permission from the State Board for Wildlife (SBWL). However, the SBWL, which comprises political representatives, activists and officials, and is chaired by the Chief Minister, has not yet been constituted. The last SBWL meeting was held nearly a year ago when Siddaramaiah was CM.
After two decades, the project was revived in 2016 when the NGT gave the go ahead if all procedures for environmental approvals were followed by the South Western Railways. In May 2017, the Regional Empowered Committee had recommended the diversion of 595.6 hectares through the Dharwad, Karwar and Yellapura elephant corridors. While even the National Tiger Conservation Authority had expressed concern over the ecological damage of the project, activists had pointed out that the SBWL permission had not yet been obtained and the demanded NBWL reject the proposal.
