NEW DELHI: The Centre for Science and Environment clarified on Friday that its recent study on falling ridership of Delhi Metro was not only about the trip cost, but also the total journey cost incurred by commuters. It said the commuters ended up paying “lot more” because of poor integration of different systems. The environment think tank, in a recent study, had claimed after the fare hike last year, the Delhi Metro had become the second-most unaffordable service in the world among the cities that charged less than a dollar for a 10km trip.

was “a well-known and credible global financial services institution” that analysed the cost of living in cities around the world. For comparison, CSE said it had largely selected cities from developing countries, which had a similar social and economic reality as Delhi.
“ ... Other cities with larger networks — even in developed countries — are still far more affordable than Delhi,” CSE said in a statement (see graphic).
On DMRC’s calculation that metro commuters were only spending 5.5% of average per capita income on metro trips, CSE said it had considered at least three trips per day per individual (two trips for to-and-fro commute plus one added trip related to either non-work activity or that of a dependent) for 26 days in a month (most daily wage earners work for at least six days a week). “It (the report) has taken into account the first- and last-mile journeys, which are often not short enough to be conducted on foot in all weather conditions ... These can hike the travel cost by up to 25%,” CSE said.
It added that the DMRC calculation had not taken into account the income inequalities of the city. It, however, said DMRC’s response had helped stoke a much-needed debate on addressing concerns around urban commuting.
DMRC issued another statement on Friday, reiterating that it was not the second most expensive metro in the world. “CSE itself has admitted that it has used a selective criterion for their classification,” it said.
