NEW DELHI: Flagging the issue that railway officers posted outside their states face communication problem while dealing with locals, a parliamentary panel has recommended that the Railway Board should address it by imparting crash courses on local languages to such employees.“As public interaction is a common phenomenon for the railway employees, the committee exhorted the Railway Board to look into the existing communication problem and address it by imparting crash courses and taking other appropriate measures as deemed fit,” the Railway Convention Committee said in its latest report.The panel said it was concerned to note that the language problem of Group A, B and C employees in the event of their posting outside the state to which they belong. While A and B group employees are higher in the hierarchy, Group C employees include section engineers, junior engineers, loco pilots, TTEs, station and assistant station masters. No direct recruitment is done for Group B officers.“As regards to appointment of people who can communicate properly in the regional language at the place of their posting, the committee finds that the problem has always been there for Group A and B officers who are transferred all over the country. As far as group C officers are concerned, the problem was not there earlier as the local people used to apply to local RRBs. But after the recruitment system for group C staff was made online from 2015, the communication problem has cropped up,” the panel said.The committee also said as on July 2018, there were 2.75 lakh vacancies in various categories and 1.5 lakh of them were in safety categories. It added that the filling of posts were at different stages of implementation as on December 17. It has suggested the Railway Board to expedite the filling up of the posts.
