The Railways has been asked to enter into agreements with various municipal corporations and the State government for all rail overbridges (ROB) and foot overbridges (FOB) which cross the tracks but are not owned by the Railways.
This is among several recommendations made by the Commissioner of Railway Safety (CRS) in his report on the Gokhale Road Bridge collapse. The CRS had submitted the report to Western Railway (WR) last week and has laid the primary responsibility on five railway officials from the Bridges department and secondary responsibility on the Brihanmumbai Municipal Corporation (BMC) and a senior railway engineer.
to sources, the report states that there should be an agreement of each FOB and ROB that crosses the tracks.
Senior railway officials said the recommendation might be to give greater clarity on the ownership of the structures and appropriately affix responsibility. In the immediate aftermath of the collapse, there was a blame game between BMC and WR, with the corporation stating that the Railways were responsible since it was maintained by them, while the Railways claimed it was the BMC that owned the structure.
Sources said the report had dedicated two paragraphs to the training of bridge inspectors, especially those transferred from other agencies. It also stated that inspections must be properly recorded and documented for future reference.
“During the inquiry, officers were unable to produce reports of inspections that were conducted between 2014 and 2017,” a senior railway official, who did not wish to be named, said.
The CRS report has also stated that inspection platforms should be provided in all future ROBs in the same manner as those provided for waterway girder bridges. A key issue that came to light in the aftermath of the collapse was the need for megablocks to inspect bridges, which the railways could only do over weekends or at night, when inspections were not possible.
“We have received the report and are examining the findings. After consulting with the relevant departments we will be taking the necessary action. We will also start work on all the system improvements as soon as possible,” said Ravinder Bhakar, Chief Public Relations Officer, WR.
Two people died and three were injured after the pedestrian section of Gokhale Road bridge collapsed on July 3, 2018.
The CRS in his preliminary report said the main cause of the collapse was heavy or deep corrosion of steel brackets along with the additional load of around 124 tonnes due to various cables, sand and paver blocks, which had been laid due without permission from the Railways.
The CRS has held the BMC accountable for this.
