Definetely you are correct if you are sitting in an AC room and earning more than 30000 per month.Yes you can buy buy flight.But had you ever thought the plight of poor labourers.Can they afford flight ticket.Or simply you are in strong favour of labourers walking on foot like in lockdown .

It is under respective state governments' advices to railways about who should be issued ticket with some criteria. If you don't fit the criteria you can't travel by trains. It is not a question of where I work or how much I earn. If you don't follow rules and regulations of the land, you are likely to be fined/jailed. And thousands paid the fine. No word on anyone jailed. In Mumbai CR, they collected 72 Cr. for this same reasons. See -- no one jailed, everyone paid fine. The real poor do follow the rules and regulations of the land. They know they can't afford the fine and the jail term for failing to pay the fine. Be responsible, if not for yourself, your family. COVID is deadly. :)

Please understand that it is the local, state and central governments that issue SOPs and the guidelines to protect yourself. What I am saying is you follow those guidelines to protect yourself. If you follow those guidelines, you are more likely to be protected against COVID, be it trains or any other mode of travel.
