Most of the trains which will be converted to Electric Traction, are of another zone like WR, CR, ER.....so probably they will have to arrange Eloco.
Yes, if NCR not ready to do LR at PRYJ for Godan Exp and insist for LC, only then NER needs to arrange Eloco.
