If we are to blame Indian Railways as a whole for the entire accident then we also have to consider how much lives were saved due to shift from ICF to LHB. How many lives were saved by the LPs/ALPs of both the trains.
Yes, Railways are surely to blame for its a train accident but there are many things beyond its control. Raising Speeds or Congestion or Running VBEs can't be a factor for there have been accidents with high speed trains worldwide.
