IR actually cancelled some actual fast passenger mail/express trains. Toofan Express degradation from an actual superfast train to a proper fast passenger certainly merited it.

And the slowest train I traveled in was Sealdah-Varanasi Upper India Express. I was the only passenger end to end in my coach. It had ~80 stops for 800+ kms then with average speed of merely 36 kmph. [Avadh is 10 kmph faster than this ,for comparasion]. It stopped at 5 out of 6 stations in Patna itself. Needless to say, travelling end to end in it...

is an illogical experience. I assume I could have easily gone to the AC coaches and sat my way out after morning since it was full of daily passengers only. Still, that was just a journey I took half a decade ago on this crawling train that fully merited a fast passenger tag [especially considering the fact that most of the journey was done was double tracks, so the slow speed is even more of an issue].
