my question is how much chances of confirmation seat

tough....rswl(road side waiting list) are slowest moving. you may end up in waiting list or maximum a rac seat ( seating accomodation and sharing your berth with co passenger). you cant board the train if ticket ends in wl. it gets auto cancelled and fare returned to your account in 3 working days. you can board the train if your ticket enters rac.

my second question suppose W/L status not changed by
11th Nov for my E-ticket and If I purchase new tatkal
confirmed seat if available, can I apply for refund 1 day ago
you can cancle the ticket anytime before chart preparation (4 hrs before train departure) and get full refund if your ticket is in wl. (service tax, cancellatn charges, irctc surcharge and bank charges will be levied)

If I decide to buy tatkal ticket, I've to buy new ticket or
udgrade current W/L ticket?
u hv to get a new ticket. no manual upgradation possible of this ticket before train departure.
