Taking a cue from the petroleum ministry, the Indian Railways is set to launch a 'Give-It-Up' campaign that will give travellers the option to forego the subsidy on their train tickets from August.
A similar mission launched by the ministry of petroleum was an instant hit with more than 10.5 million liquefied petroleum gas (LPG)-consuming households opting out of the subsidy, saving more than Rs 4,000 crore for the government exchequer. According to the Railways, the idea came to minister Suresh Prabhu when a passenger, Avtar Krishen Kher, sent back a cheque in the name of IRCTC for the differential amount of the actual fare and the subsidy, which was around Rs 950 for his trip. The national transporter recovers only close to 57 per cent of the cost of travel on each ticket, while on suburban tickets it comes to around 40 per cent. This has led to a huge subsidy burden of more than Rs 30,000 crore on an annual basis for the railways.
"We expect the people who are well-off to forego the subsidy, as details of this are already printed on tickets," the official said. This scheme will be available for all the passengers, including army personnel, senior citizens, journalists, and students.
The Railways is already in talks with two financial institutions, including the National Institute of Public Finance and Policy, to devise ways to reduce its subsidy burden. This is part of the Narendra Modi government's strategy to run the Railways with a more corporate mode of approach, based on a report submitted by the Bibek Debroy Committee in 2015.
The Railways had posted its worst operating ratio in 16 years at 96.9 per cent in 2016-17. This was mainly due to the impact of social burden and the seventh pay commission. The operating ratio is gauged on the basis of money spent on every hundred rupees. In fact, it has already appointed an international consultancy firm to come up with a new performance index other than operating ratio. According to estimates, the subsidy for senior citizens, sports persons, and women alone comes to the tune of Rs 2,000 crore.
Key social service obligations
Non-suburban passenger services: Concessions to various categories of passengers. Senior citizens, students, recipients of gallantry awards; national sports awards; participants of national and state sports tournaments; Shram awardees; war widows; patients suffering from cancer, TB, other serious diseases; handicapped persons; press correspondents; concessions to military personnel from the North East etc.
Suburban passenger services: Fares of various classes of tickets lower than system costs and season ticket concessions to suburban passengers
Goods services: Carriage of essential commodities at concessional rates, concessions to postal traffic, military traffic, registered newspapers & magazines, North East etc.

A clarrification from railway that this is meant on Senior ctitizen Concession
The Indian Railways on Thursday said that it has only simplified procedures for those senior citizens who want to voluntarily forgo the subsidies entitled to them on rail fares and that it does not intend to withdraw the provision of subsidy.
According to Railway Board Member for Traffic Mohammad Jamshed, currently railways provides a 50 per cent concession on tickets booked by senior citizens.

Jamshed refuted certain media reports which said that the railways was planning to withdraw the provision of subsidy on tickets.
“The news reports regarding ‘give up rail fare subsidy’ are baseless,” he said adding that railways’ last year saved Rs 40 crore as many of the senior citizens voluntarily gave up their rail fare subsidy.
Currently, the railway give concession on rail fare in 53 categories due to which it incurs an expense of Rs 1,650 crore per year.

When contacted, R. Ramanna, executive director of MMRC, said, “This is being monitored by the tree authority and by the committee appointed by the High Court. Whatever lacuna brought to our notice will be rectified.”

‘जबरदस्ती हम पर थोपी हिंदी’ : केडीए के नोटिस के अनुसार बीएमआरसीएल ने कर्नाटक दुकान और व्यापारिक प्रतिष्ठान अधिनियम, कार्मिक और प्रशासनिक सुधार विभाग और केंद्रीय गृह मंत्रालय के दिशा-निर्देशों का उल्लंघन किया है। केडीए के चेयरमैन एस. जी. सिद्धारमैया ने कहा कि नम्मा मेट्रो में बेंगलुरु के लोगों पर जबर्दस्ती हिंदी थोपी जा रही है। बेंगलुरु मेट्रो से हिंदी में लिखे साइनेज हटा देने चाहिए। उन्होंने कहा कि कर्नाटक स्टेट ट्रांसपोर्ट कॉरपोरेशन या बेंगलुरु मेट्रोपोलिटन ट्रांसपोर्ट कॉरपोरेशन की तरह बीएमआरसीएल राज्य सरकार के स्वामित्व का उपक्रम है, जिसे केंद्र सरकार की ओर से फंड दिया जाता है। इसलिए राज्य के कानूनों के हिसाब से साइनबोर्ड 2 भाषाओं, कन्नड़ और अंग्रेजी में होने चाहिए। उन्होंने कहा कि केवल केंद्र सरकार के प्रतिष्ठानों में ही तीन भाषा, स्थानीय भाषा, हिंदी और अंग्रेजी के प्रयोग की जरूरत पड़ती है।
सरकार के दखल की जरूरत
ऑनलाइन कैपेन के वायरल होने के बाद इस मुद्दे पर सरकार के दखल की जरूरत महसूस की गई। सोशल मीडिया कैंपेनर्स ने यह भी कहा, ‘जब चैन्ने मेट्रो में तमिल और इंग्लिश में बोर्ड है, तो नम्मा मेट्रो में कन्नड़ और अंग्रेजी में क्यों नहीं हो सकते/’ बीएमआरसीएल के प्रबंध निदेशक प्रदीप सिंह खरोला ने कहा कि कर्नाटक रक्षा वेदिके के अध्यक्ष और अधिकारियों ने एक ज्ञापन भी दाखिल किया है, जिसमें कहा गया है कि मेट्रो स्टेशन पर नाम के बोर्ड में हिंदी इस्तेमाल नहीं होनी चाहिए। हमें यह ज्ञापन मिल चुका है और हमने इसे भारत सरकार को भेजा है।
