Minister of Railways Shri Suresh Prabhakar Prabhu inspected the new rake of Humsafar Express with additional features today i.e. 14 June 2017 at Delhi Safdarjung Railway Station. In his Budget Speech of 2016-17, he had announced the introduction of Humsafar Express, as a fully air-conditioned third AC service with an optional service for meals.  The additional features of Humsafar new rake offers:

In addition to these, all the existing features of Humsafar Express coaches will continue to be available, some of which are listed below:
 
Aesthetically pleasing colour scheme with anti-graffiti coating and distinctive 3D   numbering on the exterior.
Pleasing interiors with attractive and colourfully co-ordinated seats, berths, partitions,             curtains, improved/hygienic toilets, film type mirrors, etc.
Deodorizer, Dustbins, Sleek bottle holders in the cabins Closed Circuit Television (CCTV) surveillance of the common areas of the coaches. Integrated Braille displays for the visually impaired. Hygienic lavatories with odour flushing system Global Positioning System (GPS) based Passenger information system Passenger announcement system Fire and Smoke detection system in the coaches. Fire detection and suppression system in the Power cars Equipped with Auto Vending Machine and Mini Pantry with Oven/Fridge  
A total of 11 Humsafar trains have been announced by the Ministry of Railways in the new time table. Of these, 6 trains of Humsafar Express namely:
12595/12596 Gorakhpur- Anand Vihar
12503/12504 Kamakhya- Bangalore Cantt,
22887/22888 Howrah- Yesvantpur,
14715/14716 Sriganganagar- Tiruchchirapalli,
22867/22868 Durg- Nizamuddin,
22919/22920 Ahmedabad- Chennai Central
These trains are running with a composition of 16 AC 3 Tier coaches and 2 Power cars.
Hon’ble Minister of Railways Shri Suresh Prabhakar Prabhu who is visiting Vijayawada tomorrow (15-06-2017), will be flagging off 2 trains of Humsafar Express namely train no.22705/22706 Tirupati - Jammutawi & train no 20889/20890 Howrah- Vijaywada Humsafar train. The remaining Humsafar trains will also be introduced in due course.
It is planned to manufacture 10 Humsafar rakes during the current financial year at Modern Coach Factory, Raebareli and Rail Coach Factory, Kapurthala. The cost of a Humsafar AC 3 Tier coach Rs.2.58 crores, as compared to Rs.2.39 crores for a normal LHB AC 3 Tier coach.

* Dear friend your question practically have many "ifs & Buts' and does not have a clearcut answer.
* Actual cost per KM vary from case to case depending on the fact that whether the track is over the ground (cheapest), Elevated (costly) or Underground (costliest). Land acquisition cost is also a big factor especially in the city area.
* Terrain make a very big difference in cost, plains are cheapest, Undulating Plateau costly, Hills/valleys are costliest (especially in case of HSTs.)

Metro is constructed in large cities which are usually located on plains/plateau and rarely on hills
* Metro is normally underground or elevated where as Bullet (HST) train is normally overground or elevated.
* Hence for different hypothetical conditions, we can say that
(1) HST on hilly track should be costlier than elevated metro
(2) Underground metro should be costlier than over ground/elevated bullet train
(3) HST on Hilly track vs. Underground Metro is a tug-of-war mainly dependent on the toughness of hilly terrain. HST in Kashmir valley shall be costlier than under ground metro, for simpler hills the HAT may be cheaper.
(4) Overground HST should be cheaper than elevated Metro
(5) Elevated HST should be slightly costlier than elevated Metro
* Original HST plan and studies/surveys were conducted for ADI-Mumbai-Pune route, but Mumbai-Pune stretch was dropped because of higher construction cost required for hilly terrain between Mumbai & Pune.

With a view to facilitate convenient booking of reserved and unreserved tickets by passengers through cashless modes of payment viz. Credit/Debit cards even at the ticket booking counters, it has been decided to install 10,000 POS (Point of Sale) (Swpie) machines at the PRS (Passenger Reservation System) and UTS counters (including Suburban stations). Following procedure is proposed with regard to cancellation of the tickets booked through POS machines.
1. Cancellation cum refund procedure for UTS/PRS tickets booked using SBI POS for payment:

i) The offline process of refund shall be followed in case of tickets booked using SBI POS for payment which means that the refund amount shall be credited to the account of card holder without any need to swipe his card at the time of cancellation at the counter.
ii) The customer can approach to any counter anywhere for cancellation of ticket booked from SBI POS. Needless to mention that PRS ticket can be cancelled only at any PRS/PRS cum UTS counter and UTS ticket shall be cancelled only at any UTS/PRS cum UTS counter.
iii) The print of cancelled PRS ticket would have a message indicating that “Electronic Refund” for the information of the customer. The customer may also be informed verbally or through information board that the refund shall be credited to the account of card holder within 7 days.

2. IRCTC customer care dealing with the refund issues of e-tickets is entrusted with the responsibility to address refund related complaints of tickets issued using POS. IRCTC shall coordinate with SBI, CRIS and concerned Zonal Railways to monitor the processing of refunds on daily basis and to resolve the issues/complaints in expeditious manner.

3. Cancellation cum refund procedure for PRS tickets issued from POS of other banks.
There are around 75 POS machines which were operational at different locations of Indian Railways prior to awarding contract for installing 10,000 POS machines to SBI. The refund is processed through online method in this POS machines, wherein, the customer needs to swipe his credit/debit card at the POS machine at the time of cancellation of the ticket and the due refund amount as fed by the booking/reservation clerk is credited to the account of the card holder. However, this process of refund is possible only at locations having POS machines. At non POS locations, the Ticket Deposit Receipt (TDR) is issued to affect the refund. This procedure shall continue till further advice. However, the refund of the ticket issued using SBI POS shall not be processed by swiping the card on non SBI POS. While cancelling the ticket, the system shall prompt the booking clerk about the POS (SBI or other bank) which was used at the time of booking and advise the booking clerk not to swipe the card.

यादव, लखनऊ 1सफर के दौरान यदि आपको दवा, साबुन, तौलिया या अन्य नॉन कैटरिंग वस्तुओं की जरूरत हो तो वह स्टेशन के मल्टी परपज स्टॉल पर मिल सकेंगी। सामान के बदले भुगतान के लिए कैश देने की भी जरूरत नहीं पड़ेगी। स्टॉल से 100 रुपये से अधिक का सामान खरीदने पर डेबिट और क्रेडिट कार्ड के अलावा ई वॉलेट से भुगतान की भी मिलेगी। रेलवे लखनऊ सहित सभी स्टेशनों पर जल्द ही मल्टी परपज स्टॉल खोलेगा। 1रेलवे बोर्ड ने इन स्टॉलों को खोलने का प्रस्ताव तैयार कर लिया है। मूर्त रूप देने के लिए जोनल मुख्यालयों से भी सुझाव मांगा गया है। अभी स्टेशनों पर एकीकृत श्रेणी की वस्तुओं की बिक्री की व्यवस्था है। अधिकांश स्टॉल खानपान के हैं। जहां यात्रियों को केवल खानपान से जुड़ी वस्तुएं ही मिलती हैं। रेलवे मल्टी परपज स्टॉलों पर नॉन कैटरिंग के स्थान पर केवल मिश्रित उपयोग की वस्तुएं ही मुहैया कराएगा। स्टॉल के आवंटन के लिए स्थान और फीस सहित सभी प्रक्रिया मंडल रेल प्रशासन स्तर पर पूरी की जाएंगी। रेलवे बोर्ड की निदेशक टूरिज्म और कैटरिंग शैली श्रीवास्तव ने सभी जोनल मुख्यालय को भेजे अपने प्रस्ताव में कहा है कि इस प्रक्रिया में पारदर्शिता के लिए 100 फीसद ई टेंडरिंग की जाएगी। रेलवे के वरिष्ठ अफसरों की कमेटी इन स्टॉलों का आवंटन करेगी। एक अप्रैल से नई नीति के तहत इन स्टॉलों को खोलने की व्यवस्था शुरू हो जाएगी
