I had booked a ticket with PNR no 8358360626 from LTT to BSL. This train was late for more than 3 hours and so I filed a TDR for refund.
This TDR was rejected and I got the mail as below;

REGRET Dear Customer, With Reference to your PNR No:8358360626, we regret to inform you that refund is not admissible as informed by Railways through their letter no : RO/BBS/08/398/30.09.11/ECoR and the reason being : 010-ECoR/15 An endorsement to the effect that the party has approached the station staff within the time limit was not given on E-ticket. The case is repudiated.. The case is repudiated. In case you require any further assistance, please mail us at or call us on 011-23345900 With regards, TDR TEAM
I am not able to understand why this TDR was rejected. Any help?

The time of delay of more than 3 hours were not validated by the railway staff - if you are cancelling a ticket due to delay of train, the same has to be validated certifying that the train was delayed beyond 3 hours. in your case, it seems you have not taken that certificate from rly staff (TTE/SM) and hence no refund. If you had tried for a tdr for not travelling , you might have got the same after deducting charges.
A certificate from the concerned SM would have got your refund.
with irctc whether you can apply for refund on the basis of not travelled. - it has to be done fast as they have prescribed time for applying refund under that count.
Pl clarify with irctc staff whether a tdr can be done twice when once rejected?
Wlll be thankful if you can update after contacting irctc. thanks in advance.
