इंदौर (नईदुनिया प्रतिनिधि)। उज्जैन-फतेहाबाद के बीच बहुप्रतीक्षित बड़ी लाइन बिछाने का काम अंतिम दौर में पहुंच चुका है। महीनेभर में बचे छोटे-छोटे काम पूरे कर लिए जाएंगे। रेलवे का निर्माण विभाग कोशिश कर रहा है कि दिसंबर अंत या जनवरी की शुरुआत में लाइन तैयार कर उसका कमिश्नर रेलवे सेफ्टी (सीआरएस) से निरीक्षण करा लिया जाए, ताकि जल्द से जल्द उज्जैन-फतेहाबाद के बीच बड़ी लाइन की ट्रेनें संचालित की जा सकें।
करीब 22 किलोमीटर लंबी यह रेल लाइन इंदौर के लिहाज से इसलिए महत्वपूर्ण है, क्योंकि यह शहरवासियों को उज्जैन के लिए न केवल वैकल्पिक रास्ता उपलब्ध कराती है, बल्कि यह रास्ता देवास होकर जाने के बजाय कम दूरी का है। इंदौर से देवास होकर उज्जैन जाने के लिए करीब 80

किलोमीटर लंबा सफर करना पड़ता है, जबकि फतेहाबाद होकर उज्जैन जाने के लिए करीब 64 किमी का सफर ही करना पड़ेगा। इस तरह करीब 16 किलोमीटर के सफर की बचत होगी और यात्री 15-20 मिनट जल्दी सफर पूरा कर सकेंगे।
250 करोड़ रुपये का प्रोजेक्ट
रेलवे निर्माण विभाग के सूत्रों ने बताया कि 2018 में यह काम शुरू किया गया था। बीच में लॉकडाउन के कारण काम तीन-चार महीने बंद रखना पड़ा। उज्जैन से फतेहाबाद के बीच तो लाइन संबंधी सभी बड़े काम पूरे हो गए हैं, लेकिन रतलाम की तरफ बन रही बायपास लाइन का कुछ काम बाकी है। 250 करोड़ रुपये की लागत से बन रहे प्रोजेक्ट की लाइन का विद्युतीकरण भी हाथोहाथ किया गया है। लाइन तैयार होने से इंदौर-देवास-उज्जैन लाइन पर दबाव भी कम होगा। नई लाइन का एक और बड़ा फायदा यह है कि इंदौर से मक्सी-गुना या मक्सी-भोपाल रूट तरफ आने-जाने वाली ट्रेनों के इंजन की दिशा उज्जैन में नहीं बदलना पड़ेगी। इससे 10-15 मिनट का समय बचेगा।
महाकाल एक्सप्रेस होगी पहली ट्रेन
वैसे तो इस रूट पर कुछ ट्रेनों को डायवर्ट किया जा सकता है, लेकिन पहला नंबर इंदौर-वाराणसी महाकाल एक्सप्रेस का रहेगा। बाद में दैनिक आवाजाही करने वाले यात्रियों की सुविधा के लिए उज्जैन-फतेहाबाद होकर ईएमयू (इलेक्ट्रिकल मल्टीपल यूनिट) ट्रेन भी चलाने की तैयारी है।

धनबाद-अलेप्पी एक्सप्रेस (Dhanbad-Alappuzha Express) में सफर के लिए यात्रियों को अभी और इंजार करना होगा। इस ट्रेन को सुपरफास्ट बनाने और 22 कोच के साथ चलाने की योजना है। धनबाद से चलने वाली अलेप्पी एक्सप्रेस 12 यात्री कोच के साथ ही चलती थी। शेष हिस्सा टाटानगर से खुलकर राउरकेला में जुड़ता था। अब टाटानगर से एर्नाकूलम और धनबाद से अलेप्पी एक्सप्रेस को फुल रैक यानी 22 कोच के साथ चलाने की मंजूरी मिल गई है। पर जब तक धनबाद को पूरे 22 कोच के रैक नहीं मिल जाते तब तक ट्रेन नहीं चल सकेगी। रेलवे के विभागीय सूत्रों का कहना है कि इस ट्रेन को अब नये टाइम टेबल में शामिल किया गया है।

अलेप्पी एक्सप्रेस : धनबाद से अलेप्पी का सफर तीन दिनों का है। इसके लिए छह रैक की आवश्यकता है। धनबाद के पास छह रैक तो हैं पर सभी 12 यात्री कोच वाले हैं। 22 कोच वाले रैक मिलने के बाद ही इस ट्रेन को पटरी पर लाया जा सकता है।
सुपरफास्ट बनते ही ठहराव में भी संशोधन संभव : अलेप्पी एक्सप्रेस अपना सफर तकरीबन 58 घंटे में पूरा करती है। धनबाद से अलेप्पी के बीच इस ट्रेन के 93 ठहराव हैं। सुपरफास्ट बननके के बाद ठहराव में भी बदलाव होगा। कम यात्री और आमदनी वाले स्टेशन से इस ट्रेन का ठहराव वापस ले लिया जाएगा।
22 मार्च से थमे हैं झारखंड की इस महत्वपूर्ण ट्रेन के पहिए : धनबाद-अलेप्पी एक्सप्रेस सिर्फ धनबाद ही नहीं बल्कि झारखंड की महत्वपूर्ण ट्रेनों में से एक है। इस ट्रेन से धनबाद, बोकारो, रांची समेत दूसरे जिलों से न सिर्फ दक्षिण भारत जानेवाले यात्री बल्कि काफी संख्या में मरीज भी सफर करते हैं। चेन्नई और वेल्लोर में इलाज के लिए प्रतिदिन चलने वाली यही एकलौती ट्रेन है। बावजूद 22 मार्च से ही इसके पहिए थमे हैं। सक्षम मरीज हवाईजहाज या दूसरे विकल्प से चेन्नई और वेल्लोर तक पहुंच रहे हैं। पर आम यात्रियों को आठ महीनेसे इस ट्रेन के खुलने का इंतजार है।
नौ जोड़ी ट्रेनों को मंजूरी पर इसमें अलेप्पी एक्सप्रेस शामिल नहीं : त्योहारी सीजन में पूर्व मध्य रेल ने जिन नौ जोड़ी ट्रेनों को चलाने की मंजूरी दी है, उनमें अलेप्पी एक्सप्रेस शामिल नहीं है। इस वजह से दिवाली और छठ से पहले इस ट्रेन के चलने की संभावना कम ही है।
धनबाद-अलेप्पी एक्सप्रेस को फुल रैक के साथ चलाने की अनुमति मिल गई है। रेलवे बोर्ड की मंजूरी मिलने के बाद ही ट्रेन चलेगी। इस ट्रेन को फुल रैक के साथ ही चलाया जाएगा। -राजेश कुमार, सीपीआरओ पूर्व मध्य रेल।

In a major jolt to the Centre’s ambitious plans to push spending in major infrastructure sectors, the Indian Railways, one of the key contributors to the nation’s economy, has sought the finance ministry’s urgent intervention as it cannot meet its pension expenditure of Rs 53,000 crores for 2020-21, and urged North Block to take over its pension liability for this fiscal year. The railway ministry’s inability to pay its pensioners raises alarm bells as its dismal financials put a question mark over its capability to even pay salaries to its lakhs of employees across India in the long run. It has indicated that owing to a financial crunch, all its infrastructure projects will be affected. The red flags were raised by the railway ministry at a meeting called officials of the Prime Minister’s Office with top officials of Central ministries to take stock of the infrastructure sector.

The railway ministry’s bleeding financial condition may be a setback to the Centre's ambitious plan to create big ticket infrastructure projects in the next five years, for which it plans to entail an expenditure of Rs 102 lakh crores under the National Infrastructure Pipeline (NIP) till 2024.Highly-placed sources said the PMO was apprised of the fact that even in 2019-20, that has just ended, the railway ministry could not supplement the same amount (Rs 53,000 crores) in its pension fund, which had left it with a huge negative closing balance of around Rs 28,000 crores.

Rail Bhavan mandarins have thus sought immediate redressal from the finance ministry. Sources said during the top-level deliberations, it was indicated the high debt servicing liability had restricted the Railways’ capabilities to generate resources internally, which severely impacted its fund availability for critical projects.

Even if Freight Revenue starts to Recover, it is made to overcome the losses created by Passenger segment in order to maintain efficiency. Plus Employee Costs and Union demands are increasing day by day. Latest example in WCR Kota division where the Union have threatened for agitation against transfer of crew from Kota to Guna. They want Perks, Allowances, Hikes and on the other hand, does not want to work efficiently. The So-Called Babu Culture of Government employees is also a cause for the depletion of IR health.

The railways roped IIT-Mumbai to prepare a zero-based time table. As per the current proposal, the existing total of 5,500 to 6,000 stoppages in the railway network may be scrapped, a Railways official said.

The railways decided to stop or continue the specific stop of a particular train based on at least 50 people board or deboard in a day. The stoppages of a train with less than 50 people board or deboard may be stopped as they were considered uneconomical, said an official in the national transporter.

The new system not only increases the speed of trains and its efficiency but also avoid jostling of space by goods and passenger trains.

CORONAVIRUS SPECIAL COVERAGE ONLY ON DH

Railway Board Chairman  V K Yadav said the plan to implement a new system was delayed due to Covid-19 pandemic but it will be executed.

He also said if one train stoppage scrapped in a particular station, the railways will ensure alternate trains on that route stop at the station so that passengers of that region should not face inconvenience.

The zero -time table will also ensure separate time slots for every section to repair and maintaince of system track and related system maintaince, he said.

Member of Parliament Ramesh Jigajinagi has promised to get trains operated between Vijayapura and New Delhi within a couple of months.
Addressing a gathering before flagging off the Vijayapura-Hubballi Inter-city Express here on Monday, he said that it is a long-pending demand of the people here to have trains starting from Vijayapura to reach the national capital.

unhappiness over the Railway Ministry not meeting the demand for laying a railway line between Almatti and Chitradurga which will provide train connectivity to Bengaluru from Vijayapura, Mr. Jigajinagi hoped that the demand would be met soon.
Referring to the ongoing work on the railway overbridges in different places in the district, he said that while work at Vajrahanuman Nagar is expected to be completed within a couple of months, work at Ibrahimpur is under way.
“The railway overbridge work in Aliabad will start soon as funds have been granted by the government,” he said.
He said that ₹ 14 crore has been allocated by the Railway Ministry for the construction of new quarters for employees as the existing ones have become too old and are not in good condition.
About the Vijayapura-Hubballi Inter-city Express, he said that the train would start from Vijayapura at 5.30 a.m. and reach Hubballi at 11.05 a.m. From Hubballi, the train will start at 4.45 p.m. and reach Vijayapura at 10.40 p.m.
“This is tentative timing; however, based on the demand of the people, we will reschedule the train operations,” he said.
Bagalkot MP P.C. Gaddigoudar said that the new train would help hundreds of passengers of Vijayapura and Bagalkot districts.
Stating that the line doubling and upgradation of railway station work was under way, he said that it would help in adding more trains and improving facilities for passengers.
The former MLA Appu Pattanshetty, several BJP leaders and officials from the South Western Railway were present.
