Oct 26 (18:39)   2,835km of South Western Railway network yet to be electrified

BENGALURU: While Indian Railways plans to complete electrification of all lines in the country by 2023, only 731km (20%) of the 3,566km track network in South Western Railway has been electrified so far.

This means SWR will have to electrify 2,835km in the next three years. Complete electrification is likely to push up speed of trains by 10-15% and provide seamless operations by eliminating detention of trains due to change in traction from diesel to electric and vice-versa. It will also reduce dependence on petroleum-based fuels.
minister Piyush Goyal recently said in the Lok Sabha: "Total broad gauge route in Indian railways is 63,631km. Of this, 39,866km has been electrified as on April 2020." During the session, he said they are planning to undertake electrification of 6,000km each in 2020-21 and 2021-22, 6,500km in 2022-23 and 5,265km in 2023-24.

SWR sources said electrification work is likely to be completed only by 2025. "Work is progressing fast but it is difficult to meet the 2023 deadline because of various factors like Covid-19," said a source. Asked about SWR's poor record of electrification, he said: "Earlier, the railways was giving priority to routes that witnessed high freight movement. It's also difficult to take up work in the Ghat section."

SWR has electrified routes like Bengaluru-Mysuru, Bengaluru-Jolarpettai, Yelahanka-Dharmavaram, Ballari-Kariganur and Toranagallu-Ranjitpura. While it has commissioned electrification of Byappanahalli-Anekal, commissioner of rail safety (CRS) will inspect the remaining Anekal-Hosur section soon. "This year, we are planning to commission electrification of sections like Yelahanka-Devanahalli (23km),Chikkabanavara-Banasandra (105km), Hotgi-Kalgurki (128km), Ghataprabha-Kudachi (47km), Hubballi-Londa (90km), Kariganur-Hulkoti (102km), Kariganur-Harlapur (71km), Talaku-Chitradurga (50km) and Periyanagathunai-Palakkodu (50km)," said E Vijaya, chief public relations Officer, SWR.
Central Organisation for Railway Electrification, Rail Vikas Nigam Limited, Indian Railway Construction Organisation, Rail India Technical and Economic Services Limited and Power Grid Corporation of India Limited are taking up electrification projects. Rail activists have been demanding electrification of routes in Karnataka be expedited. The project will also help SWR replace DEMU with MEMU, which will mainly help suburban passengers.
Of the 23,765km yet to be electrified across the country, Northeast Frontier Railway has to undertake work on 3,793km and North Western Railway on 3,282km. SWR fares the third worst in rail electrification. In contrast, East Coast Railway, headquartered in Bhubaneswar, has completed electrification of its entire 3,853km network.

SWR can easily electrify the rest of the sections except the ghats in the Kulem-Castle Rock in Braganza Ghats and Subrahmanya Rd- Sakleshpur in the Shiradi Ghats.

GIPR could electrify the much steeper Bhor and Thull ghats more than 75 years ago, so this should be much easier.

Railway Board Chairman and CEO Vinod Kumar Yadav says the policy change from sleeper to AC is aligned with the Railways’ plan to raise the speed of about 1,900 mail and express trains to 130 kmph by 2023.

Railways has decided to embark on a new journey. All trains, barring slow-moving passenger ones and locals, will only have air-conditioned coaches, a move that will bring in comfort but will also make rail travel costlier.

It is 60-40 ratio.

60% - Because it is not feasible to operate the non AC classes at the existing fares.

40% - Because non AC coaches create drag and wind
resistance due to which loco consumes more power for higher speeds.

IR cannot start trains just like that during Corona.

COVID specials need clearance from the respective state Govt through which the train passes. The severity of the COVID cases are different in different states.

Sep 24 (12:05)   Rail accused of window dressing

The Comptroller and Auditor General of India on Wednesday accused the railways of “window dressing” to present its operating ratio in “a better light” during the 2018-19 financial year by including advance freight payments in its calculations.

Operating ratio (OR) represents the proportion of working expenses to earnings. A higher ratio indicates poorer ability to generate surplus.

CAG also raised concerns over delays in projects over the past five years due to inefficiency of zones and weak monitoring by the Railway Board.

In a report on the railways’ finances tabled in both Houses of Parliament, the CAG said the OR for 2018-19 was 97.29 per cent against the target of 92.8 per cent in the budget estimates. This meant that the national transporter spent Rs 97.29 to earn Rs 100.

“However, if advance freight of Rs 8,351 crore from NTPC and CONCOR was not included in the earnings of 2018-19, the OR would have been 101.77 per cent instead of 97.29 per cent,” the report said.

“The net surplus in 2018-19 was Rs 3,773.86 crore. The OR would have ended with a negative balance of Rs 7,334.85 crore but for receipt of advance freight and less appropriation to DRF (depreciation reserve fund) and pension fund. The ministry of railways resorted to window dressing for presenting the working expenses and operating ratio in a better light,” the CAG said.

Railway budget was often a political stunt. Absolutely no need to bring it back. Railways is the not even the biggest department under the cabinet.

There is always a fund allocation plan at the zonal level and accordingly funds are disbursed for projects / augmenting services.

Commissioner of railway’s track safety allows the maximum speed of 130 kmph for all trains.Come July, the travel time of all trains, excluding Rajdhanis and Durontos, running on Mumbai-Delhi routes will be reduced by one to two hours. As of now, of the 27 trains running on Mumbai-Delhi route, only Rajdhanis and Durontos take the maximum speed of 130 kilometres per hour. .The rest of the trains on the route run at the maximum speed of 110 kmph.On March 7, the commissioner of railway safety (CRS) issued a track safety certificate allowing the maximum speed of 130 kmph for all trains. As of now, Maharastra Sampark Kranti takes 21hours and 10 minutes, Golden Temple takes 21 hours and 20 minutes, Paschim Express takes 22 hours and 40 minutes and Swaraj Express takes 20 hours and 40 minutes to cover the distance of about 1,385 km between the two cities.Passengers of trains...
connecting Mumbai to Madhya Pradesh such as Indore-bound Avantika Express and Rajasthan like Jaipur Superfast will also benefit from the move, with the travel time coming down by half-anhour.“The Western Railway has taken multiple initiatives to make train journey for passengers safer and faster. Recently, we received the sanction of the commissioner of railway safety for raising the sectional speed to 130 kmph for all ‘A’ routes of Western Railway, including Virar-Surat, Surat-Godhra, Ratlam-Nagda, Vadodara-Geratpur, and Geratpur-Ahmedabad. This is an important milestone for the WR, and passengers will benefit because of the increased mobility,” said an officer of Western Railway. He said besides increasing the track speed, the WR has improved the signalling systems that will help the trains run faster. Asked about the measures taken by the WR to clear the hurdles in the path of attaining maximum speed, a Western Railway official, said, “Mumbai-Vadodara section is equipped with automatic signalling with upgraded standard interlocking systems at all stations. The rest of the section is provided with standard interlocking system.”He said the entire route is provided with full track circuit detection of trains and motorised operation of all points. Level crossings are either interlocked or manned to ensure full safety of trains.Ravinder Bhakar, chief public relations officer of Western Railway, said the WR has already started working on the new time table reflecting changes in trains’ speed. It is likely to be introduced from July this year, he said.

Hope they can enforce the 130KMPH speeds for normal SF trains, but many many of the trains still have ICF SG rakes which are certified for only 110 KMPH.
Looks like it will be similar to KR, track and infrastructure is capable of 160KMPH, rolling stock isnt.
