As the feud between the Maharashtra government and the Railways refuses to die down, the national transporter on Tuesday accused the state of not providing information about passengers as a result of which many Shramik Special trains could not be operationalised.
The Railways said it had planned 125 trains for evacuating migrants from Maharashtra on May 25 but the state government was only able to give information for 41 trains till 2 am.
"Out of these 41 trains, only 39 trains could run as passengers could not be brought by local authorities and
these two trains had to be cancelled.
"After meticulous planning and sustained effort, the Railways mobilized its resources at a very short notice and prepared 145 Shramik trains to depart from Maharashtra on May 26," a statement issued by the Railways said.
"Till 12 noon, 25 trains were planned from Maharashtra to run but no departure could happen due to lack of passengers. Boarding of the first train could only commence at CSMT at 12.30 pm," it said.
According to the Railways, 68 trains were planned to depart for Uttar Pradesh, 27 to Bihar, 41 to West Bengal, one each to Chattisgarh, Rajasthan, Jharkhand, Uttarakhand and Kerala and two each to Odisha and Tamil Nadu.
Over the past two days, a political slugfest over Shramik Special trains had begun between Union Railway Minister Piyush Goyal and the Maharashtra government with the state alleging that not enough trains were being provided to them.
Goyal on Sunday night said, "We are ready to provide 125 Shramik Special trains to Maharashtra."
"Since you have said that you have a list ready that is why I am requesting you to please provide all information like from where the train will run, the list of passengers according to the trains, their medical certificate and where the train is to go, to the General Manager of Central Railway within the next hour, so that we can plan the time of trains," he tweeted.
Commenting on it, Shiv Sena leader Sanjay Raut on Monday tweeted, "Maharashtra government has given you a list of workers who wish to return home. The only request is that the train should reach the station, as announced earlier."
"The Gorakhpur-bound train had reached Odisha," the Sena's Rajya Sabha member further said.
He also asked Goyal if the Ministry of Railways had made any such list while running the Nagpur-Udhampur migrant train on May 14.

Believe it or not, but it’s a fact that a Shramik Special train, carrying migrants, left Gujarat for Bihar but reached Karnataka. Yet another Shramik Special, carrying over 1,200 migrants from Surat, was supposed to reach Chapra in Bihar, but instead, it reached Rourkela in Odisha. Two other similar trains, instead of reaching Patna, reached Purulia (in West Bengal) and Gaya, respectively.

Notwithstanding the claim of Railway Ministry to have run hundreds of Shramik Special trains and helped lakhs of migrants reach their home
State this month, the fact is that the functioning of railways has gone ‘off track’ and the system completely ‘derailed’.
Or else, how could one explain that a train, which was supposed to leave Surat on May 16 and reach Chapra (in North Bihar) on May 18, went to Bengaluru. After the train was traced, it was brought to Chapra on May 25, a tiring nine-day ordeal and untold hardship for the passengers in this hot humid summer.
The Chief Public Relations Officer (CPRO) of the East Central Railway (ECR), Rajesh Kumar, however, denied any knowledge of such ‘lapse’. However, sources in the Railways (posted in Uttar Pradesh) did confirm to DH on Tuesday that a Bihar-bound train (No. 0912791), coming from Surat in Gujarat, did lose its track at Bhusaval (in Maharashtra) and instead of going northwards towards Allahabad (now Prayagraj) en route Chapra, it went down South towards Bengaluru.
“Similar error was made in the case of another train, Surat-Siwan Shramik Special, when it was diverted to Rourkela in Odisha,” said a senior official, strictly on the condition of anonymity. “Both the trains were traced and brought to Chapra and Siwan on May 25,” said the Railway official, admitting it was a major faux pas.
“The Shramik Specials are being run on the request of the state governments. So it’s not entirely the fault of railways,” he argued. But he had no answer when asked whether it’s the responsibility of a state government to decide about the track and route of a particular train.
“In Shramik Specials, only two things matter. Originating station and the destination. Once you reach the destination, the chapter ends… no matter which route you travelled, because many a time we have to divert routes due to congestion on main routes,” he made an unsuccessful bid to cover up.

IR needs to take action against this publication, if it's fake. We can understand if some part of the route has been diverted like BSL to NGP then to again via BSP to reach Bihar, etc. But all way till SBC looks too much unrealistic.

Yes that news of the train which went to ROU was correct. Probably the mistake that railways made was that they could have communicated about the diversion to passengers in the beginning of the journey itself. Since these trains are not stopping midway in any stations it is better to keep passengers informed
Here is the link to the explanation by the Rly board chairman.

The Gujarat government has so far sent back 12.28 lakh migrant labourers to their home states onboard 839 Shramik Special trains, an official said on Monday.
This figure will rise to close to 13 lakh by Monday night as more Shramik Special trains are lined up for operation amid the coronavirus-enforced lockdown.
The government has so far arranged 839 trains for migrant workers and another 43 will leave Gujarat by Monday night, the official said.

"Out of the 2,989 Shramik trains operated across the country till Sunday midnight, Gujarat operated 839 trains, and on Monday it made arrangement for 43 more trains, sending a total of 12.96 lakh migrant workers," said Ashwani Kumar, Secretary to the Chief Minister.
"The state government has ensured to arrange safe return of around 12.96 lakh migrant workers through 882 special Shramik trains by Monday," he told reporters.
Gujarat has already operated 839 Shramik trains for 12.28 lakh labourers and additional trains will be operated by Monday night to carry 68,000 more migrants, he said.
Out of the 43 trains arranged on Monday, 17 were for UP, 13 for Bihar, eight for Odisha, three for Jharkhand, one each for Andhra Pradesh and Tripura, Kumar said.
All necessary safety protocols are being observed in these trains in addition to making provision for food and potable water for passengers, Kumar said.
Shramik Special trains were started by the Railways in early May to transport migrant workers stranded due to the lockdown.
