According to SWR or in general IR. Freight trains move very slowing in ghats at snail pace, sometime they move back and forth to take pick up. Couple of years back, i saw one one scenario near dudhsagar, they were putting sand on track, i asked the driver who was taking some bio-fertilizer train from goa to ballari, why are you doing this. He replied to provide extra grip on wheels, for freight trains to pull loads and move forward instead of skidding back, while going up the hill from Kulem at Elevation: 77 m to Castle rock at Elevation: 585 m above sea level. Freights take almost takes 3-4 times more time than normal passenger train in ghats. So if we calculate one freight train can restrict 3 pax trains in ghat for around 5-6 hours. Hope after doubling this improves and we can see few more pax trains.

But Bro...Now is freight trains running in that section? If the answer is no....then SWR must be really crazy in getting the UBL-ANKOLA line...So they are not allowing passenger trains in this section...

Even though mining is temporarily banned in KA and Goa. SWR is hoping ban will get lift soon and freights will be back (main business of swr), because of which they don't want to change the ghat policies. But i agree with your point to start 1 - 2 passenger train, as specials at-least, they can decide later for continuation.... They really gone crazy, UBL-ANKL work again started in full fledged mode.. Kalghatgi station building is under construction now, they may finish non ghat section early till Yellapura. and start a passenger train Hubballi-Yellapura just like Harihar-Kotturu pass train and take time for Yellapura-Ankola ghat section which will have tunnels and bridges.
