No, Ground works has been initiated and done on some stretches between mandir hasaud and r jn. wherever it has been possible. It can be clearly seen on latest Google maps. Only major problem lies between nearby station area.
Actually railways tried it hard to remove those encroachments few years back but without support from local governments it has not been possible till now as these encroachments are big votebanks for them as thousands of people reside thereby as these areas are spread over several km.

to remove them in one go as victims will go to high court for stay order untill they have been given permanent rehabilitation which can only be done by state government by arranging thousands of houses.
Also I heard that state does not have vacant space inside the city area now so as to rehabilitate them so they have asked railways to get them unused railways land for these people which I don't think railways would agree upon.

Actually it was plan of state government much before project unigauge was launched by bjp government came to power in center. The then railways didn't had any plans for this stretch as it lead to dead end unlike gondia-jabalpur link.
The state found it difficult to broaden the internal roads for increasing taffic movement(specially on VIP square) to airport and new raipur. Also there was plan to lay railway tracks in new raipur area.
So it was brain child of CG PWD to exchange lands and build express way on narrow gauge

Definitely, it was much easier to remove encroachment in junction-kendri stretch for state government than railways, as they could provide alternate residence to the slum dwellers under various schemes.
But personally, would have liked to see the other way round i.e. both junction to dhamtari BG and junction to kendri via naya raipur BG, happening
