This same news getting repeated from past 10 years....after winters arrives they start(or appear to start) the process on files and as the file reaches its destination, winter is over and file then gets dumped....

Mai file movement ki baat kar raha hoon...Funds allocation aur tender quoting me hi 4 mahina nikaal dete hain...kitna slow yaha ka processing system hai...
