a recent meeting of the Railway Board, the Rail Ministry decided to advance the target of 'MISSION 160' to March 2022. As per the new target, Railway has decided to make both the route, Delhi-Mumbai and Delhi-Howrah, for running the passenger trains at an average speed of 160-kmph
Currently, these two routes are fit to run trains at an average speed of 130 kmph only. To achieve this target, the Ministry has prepared a roadmap also. From the track maintenance to the fencing of the entire rail route is all part of this plan.
Keeping in mid the lesser number of trains running on these routes, Railways has decided to utilise the situation by faster completion of the ambitious project of raising the speed. The scheduled target for the completion of the project is September 2023. The Railway Ministry has sent a letter to all concerned departments too.
Northern Railway has been asked to start planning out the details for upgrading the infrastructure to operate trains at a speed of 160 kmph so that work starts from the next month.
To ensure that the Indian Railways doesn't miss the ambitious goal, the status of the 160-kmph project would be discussed in the railways’ weekly coordination meeting.
Union Railway Minister Piyush Goyal had recently reviewed the project and directed the Board officials and zonal officers to take up the task.
Similar instructions have also been issued by the other zone, North Central Zone has issued the orders to the concerned departments.
Letter to the Zones clearly mentions that currently less number of trains are running on tracks and this opportunity should be utilized to the maximum, by taking maximum and longer duration of blocks for doing the work.
'Mission 160' is very important also in the perspective that Railways has initiated the process of Private Trains and plans to get the first Private Train run on tracks by April 2023.
Work involves track and signaling upgrades, elimination of unmanned level-crossings and fencing along the two

Indian Railways (IR) is planning to run private freight trains along dedicated corridors. This comes as the Railways is geared up for private passenger trains, a process which was delayed due to the coronavirus pandemic.

Encouraged by the enthusiastic response to private passenger trains, the Railways is looking at private freight trains as well. For this, it is fast-tracking auctioning of routes in under-completion dedicated freight corridors (DFCs) to private players, as per a report by The Economic Times.
...

The aim is to begin privatising freight trains when the first batch of private passenger trains begin operation in 2023. Currently, among freight trains, only private container trains have been allowed to operate in India in limited capacity since 2006.

Private freight trains are likely to be “packaged as an added attraction”, once private passenger trains are already underway, giving early movers the advantage on grabbing lucrative routes, the report said.

Confirming the development, Railway Board Chairman VK Yadav said as per the report that private operators will be brought in once DFCs are ready. Deadline for completion of DFCs is June 2022.

“A railway regulator will be created before the rollout of private passenger trains in 2023… private freight operators will invest in wagons and containers. So, the regulator will have two mandates — regulating passenger trains and freight trains,” Yadav added.

On the routes likely to be auctioned to private players, Anurag Sachan, Managing Director, DFC Corporation of India (DFCCIL) said they would engage first in the 650 km stretch between Palanpur (Gujarat) and Rewari (Haryana). This stretch will be operational this fiscal, he added.

The Railways is spending Rs 80,000 crore to build two corridors – eastern and western and has plans to monetise their assets to “the highest level to repay loans and receive some revenue,” Sachan added.

The bidding process for private freight trains is expected to be much simpler than that for private passenger trains. “Private players will share their revenue with us. They will be allowed to run wagons or containers. So, what kind of trains they run and what rates they charge will be determined by the operators. The rates, after all, will be driven by the market,” he said.

It has indicated that owing to a financial crunch, all its infrastructure projects will be affected

In a major jolt to the Centre’s ambitious plans to push spending in major infrastructure sectors, the Indian Railways, one of the key contributors to the nation’s economy, has sought the finance ministry’s urgent intervention as it cannot meet its pension expenditure of Rs 53,000 crores for 2020-21, and urged North Block to take over its pension liability for this fiscal year. Indian Railways has around 13 lakh employees and roughly 15 lakh pensioners.

The railway ministry’s inability to pay its pensioners raises alarm bells as its dismal financials put a question mark over its capability to even pay salaries to its lakhs of employees across India in the long run. It has indicated that owing to a financial crunch, all its infrastructure projects will be affected. The red flags were raised by the railway ministry at a meeting called officials of the Prime Minister’s Office with top officials of Central ministries to take stock of the infrastructure sector.

The railway ministry’s bleeding financial condition may be a setback to the Centre's ambitious plan to create big ticket infrastructure projects in the next five years, for which it plans to entail an expenditure of Rs 102 lakh crores under the National Infrastructure Pipeline (NIP) till 2024.Highly-placed sources said the PMO was apprised of the fact that even in 2019-20, that has just ended, the railway ministry could not supplement the same amount (Rs 53,000 crores) in its pension fund, which had left it with a huge negative closing balance of around Rs 28,000 crores.

Rail Bhavan mandarins have thus sought immediate redressal from the finance ministry. Sources said during the top-level deliberations, it was indicated the high debt servicing liability had restricted the Railways’ capabilities to generate resources internally, which severely impacted its fund availability for critical projects.

* It is not possible to ban unions as they owe their existence to certain provisions in our laws.
* Unions must take care of genuine needs and issues of workers on one hand and on the other hand should motivate its members to work as per the needs of their organisation as well as of customers. But this seldom happens.
* Govt. organisations are suffering from 2 inherent problems which are amongst major reasons for their below par financial/general performance:
1)
...
Political interference
2) Union interference
* To maintain financial viability, govt organisations shall have to resort to outsourcing contracts where in private orgaisations shall do the jobs as contract at a price which shall be much lower than the salary cost presently incurred. This will start at small scale in the beginning with outsourcing of a few non important activity which if succesful shall be extended to more activities. This will solve the Union interference into oranisational functioning
* Even if the organisation does not revive, only way out is sellout of organisation in one piece or in pieces to private Co(s). This will solve the political interference into oranisational functioning

In the wake of COVID-19 outbreak, Central Seat Allocation Board (CSAB) today relaxed admission norms for admissions into National Institute of Technology (NITs) and Centrally Funded Technical Institutions (CFTIs). NITs will admit undergraduate students based on their performance in Joint Entrance Exam-Mains (JEE-Mains) and will discount the class 12 board examination marks in selection process, the human resource development ministry said today. "JEE Main 2020 qualified candidates will now only need to obtain a passing certificate in class XII examination irrespective of the marks obtained," Union human resource and development minister Dr Ramesh Pokhriyal Nishank tweeted today.

Earlier,

along with the performance in JEE-Mains, NITs used to demand either 75% mark in the board examinations or a place in the top 20 percentile of their respective boards.

Earlier, Indian Institutes of Technology (IITs) said that they will admit the students based on their performance in JEE-Advanced. The marks in class 12 board examinations will not be necessary for admission to IITs this year.

“For admissions to #IITs, apart from qualifying the #JEE (Advanced), the eligibility was to secure either minimum score of 75% marks in class XII Board exams or rank among the top 20 percentile in their qualifying examinations. Due to the partial cancellation of class XII exams by several Boards, Joint Admission Board (JAB) has decided to relax the eligibility criterion for #JEE (Advanced) 2020 qualified candidates this time," Pokhriyal said.

The board examinations were disrupted due coronavirus pandemic. On July 3, the union human resource development ministry had postponed the JEE examinations and the National Eligibility-cum- Entrance Test (NEET) to September, citing a sudden surge in COVID-19 cases. The JEE (Main) examination will now held between September 1 to 6 and JEE (Advanced) examination will be held on September 27.

"Keeping in mind the safety of students and to ensure quality education, we have decided to postpone JEE and NEET examinations," Pokhriyal earlier said.

With this move, the railway officials aim to reduce human-to-human contact amid coronavirus pandemic

Railway ticket examiners have started checking tickets by scanning QR codes printed on tickets under Moradabad division of Northern Railways. With this move, the railway officials aim to reduce human-to-human contact amid coronavirus pandemic.

about the new initiative, launched on 22 July, Moradabad Divisional Railway Manager Tarun Prakash said, as quoted by News Agency ANI, "We have made modification in our ticket reservation system, enabling it to issue a unique QR code to every ticket which can be scanned by the examiners through hand-held terminals or other devices that can scan QR codes."

We have made modification in our ticket reservation system, enabling it to issue a unique QR code to every ticket which can be scanned by the examiners through hand-held terminals or other devices that can scan QR codes: Moradabad Divisional Railway Manager Tarun Prakash click here

Last year, the North Western Railway had come up with the introduction of QR Codes for 12 stations to get unreserved tickets easily on mobile.

How to book tickets through QR codes

To book a ticket through QR codes, the user is required to download the UTS application from Google Play Store and complete the 'registration' and 'login' process. Following the login, the user is required to select QR booking in the 'book ticket' menu and scan the QR code provided at the station premises. Selection of the destination and other required fields would result in the completion of the booking process.

Meanwhile, Union Minister Piyush Goyal said that the Centre is planning to auction railway stations to private players after modernising the facilities. Addressing a webinar organised by the Merchants' Chamber of Commerce and Industry (MCCI) here, the Union railway minister said the bids for privatising the trains were "all out and well responded".
