Heavy rains continue to lash Chennai and its nearby areas on Thursday morning, affecting vehicular movement and causing waterlogging in the city and also affecting the railway services, according to the Southern Railway zone.

However, it later tweeted,"We are happy to inform that there has been an improvement in the number of services from Chennai Central towards Tiruvallur and Arakkonam and only a few services are suspended for the time being. Work is underway to bring the train services back to normal."

In another tweet, it said,"Dear passengers, regarding long distance trains, only marginal delays can be expected in arrivals and departures, especially for those trains going towards and coming from Arakkonam and Gudur. Trains moving south from Egmore towards Chengalpattu are moving normally, as of now."

It also said," Mobile No.8300052104 is also provided for the benefit of passengers, to help all passengers with queries regarding train operations tomorrow, in view of the heavy rains forecast. This is in addition to the two P&T helplines already provided - 044- 25330952 and 044- 25330953!.

Meanwhile, As per the India Meteorological Department (IMD), depression would continue to move west-northwestwards and cross north Tamil Nadu and south Andhra Pradesh coasts around Chennai by Thursday evening.

"Depression over southwest Bay of Bengal about 170 km east-southeast of Chennai and 170 km east of Puducherry. Continue to move west-northwestwards and cross north Tamil Nadu & adjoining south Andhra Pradesh coasts around Chennai by the evening of November 11, 2021," IMD said.

विस्तार बेकार हो चुके कंकरीट स्लीपर को इस्तेमाल करके रेलवे के इंजीनियरों ने मालगाड़ी का नया प्लेटफॉर्म तैयार कर डाला। यह प्लेटफॉर्म आनंद नगर रेलवे स्टेशन पर बनाया गया है। इसे बनाने में 22 हजार बेकार स्लीपर का इस्तेमाल किया गया है। इनका इस्तेमाल कर प्लेटफॉर्म बनाने में रेलवे ने करीब ढाई करोड़ रुपये बचाए हैं।विज्ञापनमालगाड़ी से ढुलाई बढ़ने के बाद आनंद नगर रेलवे स्टेशन पर नया प्लेटफॉर्म बनाया जाना था। इसके लिए इंजीनियरों ने कंकरीट के अनुपयोगी हो चुके स्लीपर के प्रयोग का प्रस्ताव तैयार किया। प्रस्ताव पास होने के बाद इन प्लेटफार्म का बेस तैयार कर स्लीपर को बिछाया गया और ऊपर की सतह को बारीकी से मिला दिया गया।इस तरह 668 मीटर लंबाई और 20 मीटर चौड़ाई का प्लेटफॉर्म तैयार किया गया है। इसे बनाने में 55 लाख खर्च हुए, जबकि इतने ही क्षेत्रफल में सीसी ढलाई में करीब तीन करोड़ रुपये का खर्च आता। इस प्लेटफार्म...

की मजबूती भी ज्यादा है।पूर्वोत्तर रेलवे मुख्य जनसंपर्क अधिकारी पंकज कुमार सिंह ने कहा कि बेकार हो चुके कंकरीट के स्लीपरों का सदुपयोग करते हुए आनंद नगर रेलवे स्टेशन पर गुड्स प्लेटफॉर्म बनाया गया है। पूर्वोत्तर रेलवे आधुनिकीकरण की दिशा में निरंतर आगे बढ़ रहा है, इसी क्रम में पुराने 52 किग्रा के स्लीपरों को 60 किग्रा के नए स्लीपरों से बदला जा रहा है। ऐसे में इन पुराने स्लीपरों का गुड्स प्लेटफॉर्म में उपयोग करना प्लेटफार्म को मजबूती प्रदान करने के साथ ही किफायती भी है।

In a bid to increase the ridership of air-conditioned (AC) local trains on the Central and the Western Railway lines, the railway ministry is likely to undertake a reduction in fare prices and introduce more amenities soon.

Reduction in fare of the AC local trains along with steps to ‘popularise’ them and restructuring of their routes are some of the measures that are being studied by the Railway Board, the apex body of all zonal railways.

The fare structure of the suburban AC local trains will be based on metro fare structure finalised by the Mumbai Metropolitan Region Development Authority (MMRDA) or the Delhi Metro Rail Corporation (DMRC).

Earlier, the Mumbai Rail Vikas Corporation (MRVC) had suggested the fare structure of AC local trains on par with metro fares in Mumbai and Delhi.

Chairman of the Railway Board Suneet Sharma who visited the Central and Western Railways on Monday stated that the feedback regarding AC local trains has been received from the zonal railway officials and passengers.

“We want to increase the patronage of the AC local trains as the new trains will be coming in both Central and Western Railway lines. The logistics regarding fare structure and routes are being studied and decisions will be taken accordingly,” said Sharma.

Further, the railway ministry has plans to convert all local train services to AC local trains in the future.

Meanwhile, Sharma inaugurated a locomotive for the Kalka- Shimla railway track at Parel and also inspected the Chhatrapati Shivaji Maharaj Terminus (CSMT), its executive lounge and the newly inaugurated restaurant on wheels at the P’D Mello entrance of the station.

I had suggested to keep the AC fare same as FC and reduce the FC by 10% along with addition of more services during peak hours to increase the popularity of AC locals. Now it has been partly accepted. I buy your point that additional fare in FC is not justified as pax get only cushion seats and no other facility. Going fwd all services should be AC.

** Since the construction cost of a suburban railways is very less as compared to an underground/ elevated Metro, IR keeping fares of AC suburban trains higher than the metro fare is totally unjustified.
** Suburban AC fare should actually be lesser than the metro fare
** IR always have a very strong tendency to recover the losses incurred in non ac class through the AC class, and in process make it very costly and lose its profitable traffic & market share to other modes of transport.

Mumbai suburban goes up to 125 km in 4 different routes, where metro is well within the halfway mark. Metro will be confined to MMRDA limits and even less.

So it may not be exactly possible to convert all trains to AC in long term, too. No one from DRD or KSRA will pay metro fare for local AC travel. But it will certainly prevent local vendors selling headphones, popcorn and other items inside AC locals.

While FC gave local passengers an elite feel, AC locals can't. But at metro fares, AC locals will make local FC redundant.

AC local trains are smart, and the software can upgrade them to be smarter. Train frequency could be increased, and leakages could be reduced, like no w/t travel for AC local. Like metro, AC local tickets could be smart (QR based).

Smart days are ahead for Mumbai local train commuters! with the only blip that it will begin to happen in next year. Fare committee for AC local fare is still deliberating (?) and may do so for some more weeks.

Anyways, metro will be offering different halts except interchange points. 2 new routes are expected to begin ops within this FY. Now that is expected to ease journey between Dahisar and Andheri. WR would seriously be inspecting its impact on AC/FC local passenger volume. Fingers crossed.

Sweetening the deal

There are broadly four types of vaccine — one, a vaccine based on the whole virus (this could be either inactivated, or an attenuated [weakened] virus vaccine); two, a non-replicating viral vector vaccine that uses a benign virus as vector that carries the antigen of SARS-CoV; three, nucleic-acid vaccines that have genetic material like DNA and RNA of antigens like spike protein given to a person, helping human cells decode genetic material and produce the vaccine; and four, protein subunit vaccine wherein the recombinant proteins of SARS-COV-2 along with an adjuvant (booster) is given as a vaccine.

Vaccine development is a long, complex process. Unlike drugs that are given to people with a diseased, vaccines are given to healthy people and also vulnerable sections such as children, pregnant women and the elderly. So rigorous tests are compulsory. History says that the fastest time it took to develop a vaccine is five years, but it usually takes double or sometimes triple that time.

The Ministry is also considering incentives for private train operators, if they use locally made coaches and engines.

“A proposal is being considered where private train operators will either be given tax rebates or a subsidy to use locally made coaches and engines on the trains they want to operate,” a senior government official told Moneycontrol.

Tepid response

In August, the Ministry had put on hold the tender for 151 private trains along 109 major routes at an estimated investment of Rs 30,000 crore due to poor participation by private firms.

Senior officials from Indian Railway Catering & Tourism Corporation (IRCTC) also said that they are in touch with the Indian Railways (IR) about the tenders for private trains and will participate in the tender when the ministry comes out with the new contracts.

IRCTC officials said that they are consulting with the Ministry of Railways in order to reduce the bottlenecks that existed in the tenders to operate private trains the first time around.

Last year, on July 1, IR had begun the formal process of allowing private trains on 109 routes — a process that aimed to, for the first time, open one of the government’s most prominent enterprises. The national transporter planned to introduce private trains on its network in phases, with the first dozen due to start running in the 2023-24 financial year and all 151 by 2027.

However, only two bidders, IRCTC and Megha Engineering & Infrastructures, evinced interest at the financial bidding stage. This, officials said, raised questions on the purpose of running trains via private players.

Competitor and regulator

The biggest concern for the industry was the lack of a regulator for Railway operations.

“Indian Railways cannot be both a competitor and a regulator. There is, no doubt, a need for a technical regulator. Even though the railways kept emphasising on fair regulation, there has to be a contractual commitment for a project to be financed,” a senior official from a potential bidder had told Moneycontrol.

Industry participants also expect IR to ease the terms of the revenue-sharing agreement in the bidding norms, in order to avoid monopolisation of passenger traffic and routes.

Furthermore, market experts said that in order to make private train operations more attractive, the government should follow the route taken in the aviation sector and de-regulate the market, opening it up to private players.

“The government, instead of bidding out train operations on particular routes, can even look to bid out slots and timing to private players. This will certainly increase participation from the industry,” said a market expert from Goldman Sachs.

He added that there is currently a lot of scepticism around operating private trains as not many companies have evinced interest. Also, the COVID-19 pandemic has hit the financial matrices of many companies.

Rs 30,000 crore investment projection

According to the ministry, the planned investment was estimated at around Rs 30,000 crore, and a majority of the rakes (70 percent) would have to be manufactured in India; private entities cleared to run the train services shall be responsible for financing, procuring, operating and maintaining the trains. The winning bidders were to be provided a concession period of 35 years on revenue.

In today's world time is most important factor and a working day equals to Rs 1000-5000 depending on the income factor for journey of 24 hrs and above travellers are willing to put for the air fare to stay in office/family/home. So air travel is bound to increase. Railways should concentrate more on distances of 500-1000 which should be completed within 15hrs overnight and able to reach the destination between 500 to 900 and leave at 1700 to 2300 for higher classes to retain and these distance slabs attract the highest income per km run.

** Railways has missed golden opportunity to make good use of LHB coaches after making huge investment in procurement of such coaches as well as the transfer of technology.
** IR could use of LHB coaches for M/E/SF trains and operated them at 130kmph on Rajdhani/Shatabdi routes (NDLS-BCT/HWH/MAS etc routes) rather than randomly allotting such coaches sometimes to to slower express trains.
** LHB trains continue to be operated at 110 kmph even on Rajdhani routes

**IR usually brand some trains as special trains at its whims and fancies and charge higher than normal fares. Many times such trains have longer journey times, old coaches, no pantry car facilities and poor punctuality.
** Charges should be based on the economic value of the service and not just the branding of the train.
** Travellers shall pay higher charge for some speciality which may be faster speed, shorter journey time, convenient arrival/departure timings, better/comfortable interiors, better on board facilities like pantry car, wi-fi, etc.

** IR could have charged higher base fare for such (LHB-130kmph operated) trains within line with Rajdhani/Shatabdi trains for higher speed, safer coaches and better interiors.
** People could have readily paid higher fares for such trains for the time saved, better comforts & safer journey.
** In fact many of such trains could been operated close on the heels of Rajdhani/Shatabdi/Duronto expresses.

** High Speed Trains are the best answer for short distance fast trvel..
** Upto 1000kms, a 350 KMPH HST and Air travel practically take same end to end journey after accounting for checkout time and time taken to reach airports which are far off as compared to Rly stns which are usually located at city center.
** 350kmph HST is an environment friendly option but the huge investment warrants heavy traffic flow to the tune of 1 lacs per day
