Central Railway and the Western Railway zones of the Indian Railways issued a joint statement on the request of Govt of Maharashtra, vide letter No. DMU 2020/ CR 92/ DM 1 dated 19 October, permission has been granted by the Ministry of Railways, Government of India to private guards travelling with uniform for travel by special suburban services over the Mumbai suburban network. They are requested to obtain QR code from the State Government of Maharashtra at the earliest.

The Central Railway and the Western Railway zones of the Indian Railways issued a joint statement on the request of Govt of Maharashtra, vide letter No. DMU 2020/ CR 92/ DM 1 dated 19 October, permission has been granted by the Ministry of Railways, Government of India to private guards travelling with uniform for travel by special suburban services over the Mumbai suburban network. They are requested to obtain QR code from the State Government of Maharashtra at the earliest.

The private security gaurds with uniform and valid identity cards are authority for entry at the stations. Additional booking counters will be opened at important railway stations for the passengers.

"They are requested to obtain QR code from the state government at the earliest," the release said.

However, till that time travel permission will be granted to them on the basis of their uniforms with valid identity cards, it added.

Earlier, Indian Railways allowed women to travel on suburban trains from 21 October between 11.00 am to 3.00 pm and after 7.00 pm.

Railways are currently operating 1410 special suburban services on Mumbai suburban network of Central and Western Railway. Central Railway has added 225 suburban services making it total 706 from19 October.

Western Railway is running 704 suburban services on its network including six ladies special.

Checking of passengers coming to stations:

1) Between 11 am to 3 pm and after 7 pm: no checking of ladies for QR code/ identity and only tickets will be checked, as all ladies are allowed. Others to be checked for QR code/ identity cards in addition to valid tickets

2) Other timings: everyone to be checked as per QR code/ identity cards and valid tickets.

From June 15, around 1,410 special suburban services are being run for essential services staff, including the state and central government employees. QR-coded identity cards are mandatory for train travel for majority of those authorised to travel in these trains.

According to a senior railway official,the Maharashtra government on Thursday urged the authorities to permit the lawyers and their registered clerks to travel in local trains during non-peak hours.

He said that after getting approval from the competent authority, the railways will permit them to use the services.

With Indian Railways targeting complete electrification in broad gauge routes, the national transporter is planning to phase out 2,600 diesel locomotives.

focus on clean and green energy, the state-run transporter has written to the Central Pollution Control Board (CPCB) with details of an action plan to phase out 2,695 diesel locos from the operation in the next five years.

While actual number of diesel locos withdrawn from operation is expected to be much higher, these 2,695 locos are the minimum number to be grounded from the mainline, Railway Ministry stated in its recent letter to CPCB and Environment Ministry.

According to the phase-out plan, 970 diesel locos will be grounded in 2020-21, followed by 360 in 2021-22, 365 in 2022-23 and 505 in 2023-24.

While the number of locos to be withdrawn in 2025-26 is yet to be decided, 495 locos will be grounded in 2024-25.

Only a limited number of diesel locos would ply for disaster management, emergencies and strategic reasons, the railways said.

There are about 5,000 diesel locos and an equal number of electrical locos in the railways fleet.

The aim is to have about 10,000 electric locos for train operation with gradual switching over to electrical traction and subsequent withdrawal of diesel locos, said a senior Railway Ministry official.

Railways is going ahead with a complete electrification programme and expects to achieve the target by December 2022 as the 2,500 km long track is yet to be electrified.

However, the senior railway official clarified that there would not be a complete withdrawal of diesel locos from the system as these engines are required for strategic and emergency purposes.

The diesel locos are mostly operational now in the North Frontier and North Western zones.

“We have no problem if Metro wants to resume services in and around Kolkata after maintaining physical distance (between passengers). Local train services may also start in a phased manner - one fourth at a time. We have no problem. Railway authorities can speak with us,” Banerjee said.
After months of deliberations, the Centre is finally likely to allow resumption of Metro services from September 1, when the fourth phase of unlocking economic activities will begin, people familiar with the development said.
The government is considering opening local rail transportation from the first week of September. Officials of the Union government had earlier told HT that modifications were being worked out on how to resume Metro services.
“Total lockdown would be enforced on September 7, 11 and 12. If the situation calls for more lockdown-days the dates would be announced later in September,” said a senior official of the state government.

but that’s no excuse for a slack in maintenance. Old wheels from unserviceable rail carts were used together with an old cycle, and two lightweight iron pipes.
A wheel was positioned ahead of the cycle and attached to it, and another to the other track line. The front wheel functions for alignment, and second wheel to balance the railway bicycle. Simple nut-bolt fixtures were used to attach the fabricated bits for easy assembly, and dismantling.

The rear, or second wheel arrangement sits on the second rail so the unit is fully balanced. In essence, it’s a cycle designed to be ridden on railway track, quite literally that. The balancing wheel is connected to the cycle by being attached the the rear cycle wheel trellis. The same is done at the front, creating what looks like a rudimentary triangular structure but which is efficient in its simplicity.
Time Saving
Riding the railway bicycle saves on precious time to reach a repair location as the track man can simply cycle to a required spot instead of having to walk to a repair site, or wait for a rail cart to be brought on track. It’s a faster way to assess and inspect a track before a train passes. This is especially helpful during monsoon when one needs to inspect bridge approach locations, and vulnerable locations after a heavy shower.
The assessment needs to be completed in quick time before a passenger train approaches sections of track that are identified as vulnerable, or need to be regularly checked. When a loco pilot sends out a jerk message, the track man can quickly reach said site. There’s no doubt it’s a better way to get to a checkpoint as part of routine daily checks, and for patrolling during hot Indian summers.
The lightweight cycle structure is a mere 20 kgs on scale. This makes it convenient to lift on and off tracks, and can be done by a single person. Average speed is pegged at 10 kmph, and one can speed upto 15 kmph. As with any cycle, railway cycle is capable of carrying two people while maintaining the same speed. Fabrication cost as well as acquiring an old cycle can all be done in Rs 5,000, and can easily be undertaken at a railway workshop. Tweaking and modifying the basic structure can help serve different sections of Indian Railways.
Safety
It is not clear how safe this new system is. One would argue that the repair-man will take the cycle out only on tracks that are closed. But that cycle violates the safety guidelines. TCAS (Train Collision Avoidance System) ensures all rail vehicles including the maintenance equipment is traceable at anytime. But in this case, the cycle riding repairman might not be traceable. And it is very easy for somebody to forgot there is a repairman out there on track with cycle and open the track for traffic.
There seems to be a fatal flaw in this system. Whoever uses it, is in extreme danger of being run over by train. Even if the person runs away after seeing a train, the cycle on track could cause serious damage to infrastructure and could even lead to derailment.

Indian Railways in an another first has launched the high capacity parcel van on the Linke Hofmann Busch(LHB) platform.
The high capacity parcel van was launched at Delhi’s Safdarjung Railway station by Member Rolling Stock, Railway Board, Sh. Rajesh Agarwal and Member Traffic, Railway Board, Sh. Purnendu.S.Mishra

new parcel van of the Indian Railways has successfully completed oscillation trials and has been issued with speed certificate by RDSO to run at 130 kmph according to a statement by the Ministry of Railways.
The coach has been made from stainless steel shell on LHB platform for longer life.
To facilitate transportation of wide goods, foldable 2-tier luggage racks have been provided in these parcel van coaches.
These coaches have three collapsible partitions and four sliding doors.
The coach has complete stainless steel interior paneling and fitted with 140 KN air suspension.
The coach is also equipped with axle mounted disc brakes and anti climbing CBC coupler with transition screw coupling. The coach shall have fire balls inside to douse any fire inside.
The LHB parcel vans have been provided with flushed-in type fire retardant LED lights.
This coach is HOG compliant with both end connectivity. This coach can be attached at any position in the rake.
The LHB parcel van will generate revenue for Indian Railway through Parcel transportation business.
Further, RCF is in process of development of E-commerce parcel Van with a volume capacity 210 m3 and speed potential of 160 kmph.
The coach will be equipped with load cell to indicate pay load and GPS tracker. The new coach will be Head on Generation(HOG) compliant & both end loco power connectivity. No need of reversal shunting o¬n the rake.
The coach will also have six interior sunken led lights for better illumination of interiors. It will also have 32 number foldable 2 tier luggage racks for efficient staking of small parcels.
It will also have sliding doors with protection wall for ease of loading and unloading.
The coach will have three number of collapsible partition-04 compartments for modular use.The coach will have a tare weight of 33.5 tonne and luggage carrying capacity of 24 tonne.
Here are the salient features of the new parcel van coach:
■Axle mounted disc brakes (2.48 caliper ratio) with wheel slide protection system for rapid and effective braking.
■Anti climbing CBC coupler with transition screw coupling & side buffer for safe and reliable coupling with high speed trains.
■02 RFID tags provided on the parcel car body.
■Axle end cover provided with earthing arrangement.
■Fleet graphic film on coach exterior in red and silver grey as per LHB color scheme.
