In a bid to prevent crowding in local trains in Mumbai, railway authorities added 753 new special services from Monday, taking the total number of services on the suburban network to 2,773, officials said. With this, the railway authorities have resumed 88 per cent of the total 3,141 suburban services which were being operated before the outbreak of COVID-19, they said.

During normal times before the lockdown, the Central Railway used to operate 1,772 services, while the Western Railway ran 1,367 services on the suburban network, they said. The local trains, considered,

as the lifeline of Mumbai, were resumed for the emergency and essential services staff in June this year.

To cater to the increasing crowd in suburban trains, the Central Railway has now added 552 more services on its routes, while the Western Railway has added 201 services, as per a joint press release issued by the CR and WR on Sunday.

With this, the special suburban services on the CR routes have increased to 1,572 from the earlier 1,020, while the WR services have gone up to 1,201 from 1,000. Earlier, the Railways had decided to run 610 additional special suburban services from Sunday to avoid crowding in trains. -- PTI

The Railways is likely to announce special trains for Konkan region for the upcoming Ganesh Chaturthi festival after having consulted the Maharashtra government about the same, an official said on Saturday. The Central Railway had written to the state government seeking its views on running special trains to the Konkan region through Central, Western and Konkan railways, the official said.

Director of the state Disaster Management Unit Abhay Yawalkar informed the principal chief operations manager of the Central Railway that special trains may be scheduled for the 10-day festival, which begins on

August 22.

The number of trains and frequency can be determined based on the demand, he said, adding that a valid confirmed ticket can also serve as an e-pass.

Yawalkar also asked the Railways to ensure that all COVID-19 norms framed by the state and Central governments, including social distancing andsanitisation, are followed in trains and at railway stations.

Karnataka cancels special trains for migrants post CM's meeting with builders
A few hours after Karnataka Chief Minister B S Yediyurappa 'requested' migrant labourers to stay back, the state government decided to cancel all trains arranged to transport migrants to other states.
The state government Tuesday wrote to the South Western Railway (SWR) withdrawing their request to arrange for train services scheduled for Wednesday.
According

to the letter sent by N Manjunatha Prasad, the nodal officer for migrants in Karnataka, the train services scheduled to begin from Bengaluru to Dhanapur in Bihar at 9 am, 12 noon and 3 pm on May 6 were requested to be cancelled. The cancellations were made even as thousands of migrants have been stranded in the city.
On Tuesday, even as 1199 passengers boarded the Shramik Special train from Chikkabanavara railway station on the outskirts of the city, several others who walked over 35 kilometres to reach the railway station were stopped near approach roads as they had not pre-registered.
Earlier on Tuesday, representatives of the Confederation of Real Estate Developers Association of India (CREDAI) had met CM Yediyurappa after which the CM said, “The COVID-19 situation is in control in Karnataka when compared to other states. Industrial, construction, and trade activities need to be resumed outside areas marked as red zones. Hence, labourers may avoid unnecessary travel back to their natives."
When asked whether the meeting had influenced the government's decision, a senior officer told indianexpress.com, "The state needed these migrant workers to stay back to do their part in reviving the economy. CREDAI representatives had informed the CM that labourers were falling for rumours resulting in them rushing back home. However, no reason has been communicated by the government yet on cancellation of these trains."

Meanwhile, an SWR official clarified that the Railways has no role in cancellation of the trains. "The Railways act only as facilitators to the state government in operating Shramik Special trains. It is the concerned state government that advises the Railways on the requirement of services, identifying destinations, passengers, and obtaining all other clearances necessary for the travel," the official said.
"The Railways is in charge only to arrange all logistics and to observe initial screening, social distancing, and provision of food among others in railway stations and in trains.
Second #ShramikSpecial train departed for Danapur (Bihar) from Malur (Karnataka) at 2.35 pm today (May 3). “1200 passengers boarded the train. Social distancing ensured,” @SWRRLY confirms. @IndianExpress @KARailway @IndianRailUsers pic.twitter.com/K7kZwAERI6
The first Shramik Special train left Chikkabanavara for Bhubaneswar in Odisha on Sunday, after which three other trains, two Bihar-bound, and another to Jharkhand, departed from stations on the city outskirts on the same day.
On Monday and Tuesday, four more trains were arranged -- to Jaipur (Rajasthan), Danapur (Bihar), Lucknow (Uttar Pradesh), and Barkakana (Jharkhand) from Chikkabanavara and Malur stations.
Over 9,000 migrant workers had left the city in these trains since Saturday.
The state government had arranged BMTC buses for migrants who had pre-registered themselves for the travel to reach the railway stations on the outskirts of the city.

Mapping all its 13 lakh employees and identifying potential quarantine facilities for each of them is part of the protocol drafted by Central Railway to insulate its staffers from Covid-19.
The document, ‘Rail Pariwar Dekh Rekh Muhim’ (drive to take care of the railway family)’ lists a series of steps to be followed by zonal railways to keep employees safe.
All 17 zones of the railways, India's largest employer, are preparing to implement the steps recommended, officials said.
Covid-19

has infected more than 5,700 people and claimed at least 166 lives in the country.
‘All employees over the respective divisions/ workshops/HQ to be mapped. That is employees name, current residential address, phone numbers should be maintained in such a way that their location (area wise) can be ascertained and they can be contacted anytime... For each employee (including their dependents) a potential quarantine facility /isolation facility should be identified or marked,’ the paper says.
Sources said the protocol was already being implemented in some zones following the deaths of two railway employees in the pandemic.
On April 5, a 53-year-old technician with no travel history died at a hospital in  Siliguri in West Bengal, prompting authorities to order home quarantine for his 12 colleagues and as many medics who treated him. On March 23, an official died of the disease in the West Bengal capital Kolkata.
All concerned senior officials have been advised to keep the complete mapping of employees with them at all times. They have also been told to create a database of healthy employees and volunteers, sources said.
The protocol states that special care must be taken with employees and their dependents who have co-morbidities, the presence of other health complications such as hypertension and diabetes.
It suggests that local level committees be immediately formed. These would help in monitoring home quarantine, availability of grocery and daily requirements to quarantined employees and their dependents.
"They would also coordinate with medical teams, police and other local authorities and follow other instructions issued from time to time such as increasing awareness for protection against Covid-19, family counseling,'' it says.
All leave sanctioning authorities and senior and immediate supervisors of all departments will have to check every day with their staff, if they or any of their family member is showing Covid-19 symptoms.
The protocol states that the personnel department will be tasked with tracking the connections of Covid-19 identified cases to avoid community spread.
"A core team to be made in each unit which will receive information regarding new cases and start tracking possible connections. Additionally, a weekly telephonic contact to be made with each employee. A record of this to be maintained and a daily report to be submitted to respective higher officer. In this their medical conditions to be enquired and instruction to be given to ‘contact immediately' when any such symptoms, related to Covid-19, is found,'' the paper states.

The Indian Railways has manufactured a prototype of an isolation ward for treating coronavirus patients by converting non-air-conditioned train coaches, it said on Saturday.
Once the best practices were finalised in the next few days, each railway zone would manufacture a rake with 10 coaches every week, the national transporter added.
"Then we will serve the hinterlands or whichever region needs the coaches," Northern Railway Spokesperson Deepak Kumar said.

make the modified isolation ward, the middle berth was removed, the lower portion of the compartment plugged by plywood and a provision of partition provided from the aisle side for the isolation of the compartment, the railways said.
It has also provided 220-volt electrical points in each compartment for medical instruments.
