Yo, here's the deal - they're suggesting some changes to how the states are divided for development. They're asking us to vote on which ones we should keep and which ones we should nix. Check it:
1. Move RTM division to WCR.
2. Shift Kota division to NWR.
3. Switch Nanded division to CR.
4. Move Ratnagiri-KR to CR.
5. Shift Karwar-KR to SWR.
6. Transfer Thokur-Mangaluru Jn/Central-Bantawala to SWR.
7. Lucknow NR division to NER.
8. Move Manjhi-Chhapra/Thawe-Siwan-Chhapra to ECR.
9. Transfer Kharagpur division to ER.
10. Shift Singrauli-Chopan-nagar Untari to WCR.
11. Move Katihar div to ER.
Creating a new zone seems tough given the budget cuts. Personally, I'm cool with sticking to the 9-zone setup, but the railway bigwigs caved to political pressure for votes. It's got people second-guessing, ya know?

Creation of new zone seems a difficult task to achieve given the cost cutting measures adopted by IR. Am personally in favour of 9 zone format but its the IR administration who has submitted to pressure to politicians working for their vote bank; which is forcing the public to think otherwise.
