Consultative meetings will be held with members of the local community in all 11 districts through which the 570-km-long SilverLine, the semi-high-speed rail corridor that will link Thiruvananthapuram and Kasaragod, will pass, to allay ecological and allied concerns, top officials of K-Rail, the implementing agency, have said. A comprehensive environment impact assessment (EIA) study too will be done.
They were responding to queries raised by the public at Green Signal, a webinar on ‘Environmental aspects of SilverLine, organised by K-Rail in connection with World Environment Day on Saturday.
The government must
have consultative process with the public, the primary stakeholders of the project, and those who raised concerns about the environmental impact and other aspects of the venture, said John Samuel, former Head, International Governance Cell of the U.N. “Ecological concerns must be overcome since Kerala is facing multiple threats, including from its fragile coastline. Similarly, the impact of large-scale quarrying that will have to be done for the project must be studied in depth.”
Mr. Samuel said booklets must be published in Malayalam, detailing steps being taken to alleviate environmental concerns for the system of mass rapid transport. There is an urgent need to overcome pressure from the automobile lobby and bring down the number of cars on Kerala’s roads. If properly implemented, the project will bring about an economic corridor spread across the State, preventing concentration of population in cities vulnerable to flooding and other disasters. It will also bring down brain drain to other countries, he added.
In his response, Joseph K.J., general manager of K-Rail, said the pandemic hindered consultative meetings with the public. “Culverts will be provided for smooth flow of water beneath the rail corridor. Underpasses will be provided every 500 metres for people to cross to the other side. Overbridges too will be built.”
Vinod T.R. and Babu Ambat, programme director and executive director respectively of Centre for Environment and Development, too spoke.

Kochi’s much-prolonged wait for a state-of-the-art railway terminal is on.

KOCHI: Four months have passed since Kerala Rail Development Corporation submitted its feasibility report to Southern Railway on the proposal to develop Ponnurunni Railway Marshalling Yard into a state-of-the-art railway terminal but it is yet to get a green light
much-prolonged wait for a state-of-the-art railway terminal is on. The ambitious project, proposed at the 110-acre railway property at Ponnurunni, is hanging in the balance as the Railway board yet to take a call on the feasibility report submitted by Kerala Rail Development Corporation (K-Rail) on January 29, 2021.
The Public-Private Partnership (PPP) project, mooted on the lines of Gujarat’s Gandhinagar Railway station development, is expected to attract sizeable investment to the state’s railway infrastructure.“We haven’t received any response from the railways yet. Once we get a green signal from the railway board, we will be able to start other proceedings,” said a K-Rail official.
Railway officials, however, clarified that the project is still under consideration. “It is the railway board which asked K-Rail to conduct the project’s feasibility study. We have to look at the study as a positive start. The board will decide on the project after checking all aspects,” said a railway official.
The proposal is to build an integrated coaching terminal complex with four platforms, one pit line, two parcel lines, two stabling lines, and a wagon examination line while retaining the existing coaching depot. The expected total investment is `1,654 crore, including `325 crore for the development of railway infrastructure.
Many citizen collectives have asked the state government to intervene and give the project a push.“As per our knowledge, the feasibility report has approved the proposal with substantial data. When a project proposal comes with the least land acquisition requirements, it is quite surprising that railway officials are still delaying the approval. The state government should use its collective political pressure to get the the ambitious project going. With the connectivity to Vyttila Mobility Hub, Kochi Metro Rail and Thammanam-Pulleppady Road, the project has the potential to give a facelift to our metro city,” said Kuruvilla Mathews, member, Metro Kochi Vikasana Samiti.
Others point out that freeing up of the congested Ernakulam Junction and Town railway stations is required to get new trains for the state.“As the prospect of developing the Old railway station and Harbour terminus station looks bleak due to several reasons, officials should approve Ponnurunni terminal project without further delay. With Kochi’s prospect of growth in the coming decades looking massive, the city requires ample infrastructure to manage the growing population,” said Felix J Pulludan, president, Greater Cochin Development Watch.

ALLIED INFRASTRUCTURE & CONNECTIVITYAs per the feasibility report, many roads surrounding the 110-acre property will be widened. A new road will be built under Ponnurunni ROB and Vyttila NH-66 ROB to provide connectivity to Vytilla Mobility Hub. The widened Thammanam-Pulleppady road will also play a crucial role in decongesting the stretch during the construction. Besides, the terminal will connect with Elamkulam metro station in the south via Fatima Church Road and JLN Stadium metro station in the north via JLN Stadium Road through an e-feeder service.

KOCHI: With Southern Railway cancelling many special trains from Tuesday citing low occupancy, regular passengers have found life more difficult. A few passenger organisations have shot off a letter to the railway authorities to revert the decision while others are planning to launch protests online
Much to the misery of inter-district passengers, many special trains passing through central Kerala will not be in service from Tuesday, with Southern Railway citing low occupancy as the reason. The decision to cancel 20 trains including weekend specials will be a big blow to office-goers and other passengers who rely on them to travel to Kochi and back amid the lockdown restrictions.
nothing but a callous decision from the officials without considering the ground reality. Employees working in various sectors cannot afford to take leave and need to manage their household responsibilities. At a time when the private vehicle owners are finding it difficult to run the business because of e-pass issues, how can a person with no such privileges eke out a living in these testing times?” asked Baiju J P, a regular passenger from Thrissur who works at a workshop in Kochi.Fuming over the decision to cancel more trains which are widely occupied by regular commuters, several passenger associations have shot off letters to the Divisional Manager, Southern Railway, Thiruvananthapuram.
“When essential emergency services are functioning in a full-fledged manner across the state, the cancellation of several important trains comes as a shock to the passengers. Curtailing the train services on account of poor occupancy in the Covid scenario is against national interest. The authorities should reinstate the services without any delay,” said Liyons J, secretary, Friends on Rails, a welfare organisation of railway passengers.
Meanwhile, others have called for the rescheduling of the Shornur-Ernakulam memu train, which currently plies at an odd time, to ease the worries of regular commuters. “Though we can understand the low occupancy of special trains, it is illogical to run the available memu trains at odd times. The Shornur-Ernakulam memu starts at 3.30am from Shornur and reaches Ernakulam at 6am. Who wants that train at this point of time? Two days ago, only a single passenger travelled on that train. As government offices are returning to 50% staff strength by next week, the railways should reschedule the train according to office hours,” said Thrissur Railway Passengers Association general secretary Krishnakumar P.
According to railway officials, they have only extended the cancellation period of most trains. “Apart from the Kozhikode-Thiruvananthapuram Jan Shatabdi for the next 15 days, all other cancellations are merely an extension of existing cancelled trains. Occupancy is very low these days. If we take a passenger footfall in a week, the figures won’t go beyond 20% of the total capacity. We took the decision after getting approval from the railway board,” said the official.
