Project will construct two new metro lines, mostly elevated, with a total length of 56 km along Outer Ring Road and NH 44 between Central Silk Board and KIA
The Asian Development Bank (ADB) has approved a $500-million loan to construct two new metro rail lines in Bengaluru.
Bengaluru has attracted people from other areas seeking employment and its population is estimated to reach over 16 million by 2030. The Bengaluru Metro Rail Project will establish two new metro rail corridors to augment an efficient and safe transportation system.

Bangalore Metro Rail Project will establish two new rail corridors.
"This will enhance the economy, improve urban environment and make the city more livable. The project supports the urban transformation of Bengaluru through a multidimensional approach," said ADB senior transport specialist for South Asia Kaoru Kasahara.
"The new metro lines will ease daily travel of commuters and decongest traffic across the city, contributing to overall productivity," he said in a statement.
"The project will provide efficient, punctual and safe transportation in the city and promote a clean urban environment."
The project will construct two new metro lines, mostly elevated, with a total length of 56 km along the outer ring road and National Highway 44 between Central Silk Board and Kempegowda International Airport.
It will also establish 30 metro stations, which will include multimodal facilities such as bus bays, taxi stand, motorcycle pools and pedestrian walkways and bridges. The needs of vulnerable groups like the elderly, women, children and differently-abled persons will be integrated into the design of the facilities.
An additional $2 million technical assistance grant from ADB will help the state government formulate urban development plans and their implementing frameworks, focusing on transit-oriented development and multimodal integration.

The Centre on Wednesday approved the Bengaluru suburban rail project, estimated to cost around Rs 19,000 crore, and fulfilled a long-pending demand of the IT city.
The Union Cabinet, chaired by Prime Minister Narendra Modi, approved the 148-km-long project, which is aimed at decongesting Bengaluru, sources in the government told DH.
However, due to the model code of conduct in force for the Assembly byelections in Karnataka, the government deferred its announcement.
When

asked to elaborate on the project at the weekly Cabinet press briefing, Railway Minister Piyush Goyal said that due to the code of conduct, he can’t say anything on this issue.
According to the revised DPR, a special purpose vehicle (SPV) will be set up to implement the project and both the Railway Ministry and state government will have equity in it.
The Union government would provide 20% of the equity in the project and facilitate external financial assistance of up to 60% of the project cost. The Karnataka government will have to share the remaining 20% equity.
The suburban rail network will have four corridors: KSR Bengaluru City-Devanahalli, Byappanahalli-Chikkabanavara, Kengeri-Cantonment-Whitefield and Heelalige-Rajanukunte.
The revised project proposes 57 suburban railway stations covering a distance of 148.17 km. Besides dropping at least 24 stations from the original report, the revised DPR has also cut down the number of elevated stations from 31 to 22.
The suburban railway is likely to be fully operational around 2026 since approximately seven years are required for land acquisition and construction.
The suburban rail stations will integrate with at least 10 metro stations including Yeshwantpur, Kengeri, Cantonment, Whitefield, K R Puram, Baiyappanhalli, Jnanabharathi and Nayandahalli. The fare structure will be similar to that of the Metro rail, said sources.
With the suburban rail network providing seamless connectivity to all towns surrounding Bengaluru, it is expected that once it is complete, it would greatly help decongest Bengaluru,  which is facing severe traffic snarls, said an official in the Indian Railways.

The allocation of Rs 500 crore for the suburban rail project has come as a major step at solving Bengaluru’s mobility problems, while there was hardly any other new proposal.
But the state government’s push will mean little unless approval comes from the Union cabinet, which has been sitting on the project for two years since the initial endorsement. Officials have said that the Rs 18,500-crore project requires initial funds of about Rs 1,000 crore to take off.
The budget also announced to bear half of the cost of doubling the Yeshwantpur-Channasandra and Baiyappanahalli-Hosur railway lines, more than a year after the previous

government’s U-turn almost derailed it.
The rest of the announcements remain vague and directionless as the budget repeats those made in the previous years, especially with regard to the much-delayed multi-modal transport hubs. The government has also remained silent on the Unified Metropolitan Transport Authority, something the BJP had promised in its poll manifesto.
Although Rs 500 crore has been allocated for developing 12 high-density zones that contribute to “80% of traffic congestion” in the city, it’s unclear if that means building more flyovers or implementing sustainable solutions to boost public transport. Considering the recent demand for the elevated corridor by Bengaluru MLAs, it’s likely that the government will be inclined towards building new flyovers.
Metro Phase 3, Metro lite
The budget mentions the progress of the metro work and announces building pedestrian crossovers at 24 stations, which is not a novel idea.
There is also a mention of metro Phase 3 with an announcement on the preparation of a Detailed Project Report for the ‘Outer Ring Road–West Metro’, from Hebbal to JP Nagar. The budget also proposes a 44-km Metro Lite under the public-private partnership.
The announcement that the work on the 56-km Outer Ring Road-KIA metro will begin this year is not reassuring as the project has already been delayed by more than a year, mainly due to a change in the alignment of the line.

In a boon to commuters, the railways has now opened its doors to two-wheeler and bicycle-sharing service providers at 15 stations.
Last week, the first bike-sharing service was inaugurated by South Western Railway general manager Ajay Kumar Singh at Yelahanka railway station. This comes as a big relief for commuters who were forced to use their own vehicles for first and last-mile connectivity.
Bounce, the operator providing the service, has announced plans to set up shop at 13 stations in the city, including Bellandur, Banaswadi, Hoodi Halt, Byappanahalli, Krishnarajapuram, Bengaluru East and Bengaluru

Cantonment. Providing such services even in areas like Malleswaram will help those travelling by suburban trains from residential areas.
Meanwhile, Railways has received a positive response for its tender seeking expression of interest from private operators for bicycle-sharing services. Senior officials said they were in discussion with Yulu and a decision is likely in the next few days.
“The EoI is for 15 stations. This involves looking into details like the identification of the parking space for service providers. We are in discussions with Yulu and will come up with a decision within a matter of a few days,” a senior official said.
Bounce has given parking space at two entrances in the 13 stations, to pick up or drop off Bounce bikes. Officials said similar arrangements will be made for bicycle-sharing systems as well.
Parking of private vehicles at railway stations, especially for long-duration, has turned costly ever since the railways hiked the fee in September 2017. While the two-wheeler parking fee has gone up from Rs 20 per day to Rs 50, those parking cars can be charged up to Rs 300, depending on the number of hours.

The proposed suburban rail project for Bengaluru, currently at the design stage, is likely to be integrated with at least 10 Metro stations. In the revised detailed project report (DPR), the length and number of suburban stations have been reduced to avoid overlap of the two rapid transit systems. The yet-to-be-approved DPR, prepared by the state-owned consultancy firm RITES , proposes 57 suburban railway stations covering a distance of 148 km. Besides dropping at least 24 stations from the original report, the revised DPR has also cut down the number of elevated stations from 31 to 22.“The DPR requires approval from the state and the Railway Board. It will also be submitted to the NITI Aayog. The proposal will then go before the Cabinet for funding,” said Amit Garg, who is heading the special purpose vehicle B-RIDE that will execute the suburban rail project for Bengaluru. While the process of approvals do not...

follow specific timelines as much depends on political support and administrative clearances, the DPR has set a six-year period for the construction of the project. Land acquisition alone is likely to take about two years. “Operations may not start anytime before 2026,” a senior Railways official said. Existing and proposed Metro stations at Majestic, Yeshwanthpur, Kengeri, Cantonment, Whitefield, KR Puram, Baiyappanahalli, Jnanabharathi and Nayandahalli may be integrated with suburban rail stations.Acquiring land is likely to be a major constraint. The project requires about 100 acres for the construction of additional tracks. “There are a number of private buildings at the edge of the railway boundary on Kengeri — KSR Bengaluru City, also on certain parts between KSR Bengaluru City-Cantonment corridor. At some of the places, temples are constructed either within the railway boundary or adjacent to railway boundaries on Kengeri-KSR Bengaluru City section and Hebbal-Banaswadi section corridors,” the DPR states.
