WARANGAL: In a step forward towards the establishment of a railway wagon periodical overhauling workshop at Kazipet, the State Government on Saturday released Rs. 40 crore for payment of compensation for livelihood of encroachers of endowments land identified for the unit and other infrastructure development needs towards procurement of land for the ‘periodical wagon overhauling workshop’ at

Kazipet.
The State government has been urging the Centre for setting up a periodical wagon overhauling workshop at Kazipet as it would generate employment for local youth. While the Railways asked the State government to provide nearly 150 acres of land for setting up the workshop, the State agreed to allot the same free of cost. As part of this, the State government had identified 158.18 acres of Endowments land (Sri Sitaramachandra Swamy temple) near Madikonda on the outskirts of Warangal city, and the Endowments Department had agreed to part with the land.
Following this, the State government issued orders transferring the land to the Roads and Buildings Department in March this year. Meanwhile, the occupants (encroachers) of the land approached the High Court stating that they had been staying there for the last 40 years and they would lose the livelihood if they are evicted from the land.
With a view to find an amicable solution, Deputy Chief Minister Kadiam Srihari had convened a meeting with the district Collector, revenue officials, local people’s representatives and occupants of the land on February 7. As part of the negotiations, it was proposed that 70 per cent of the market rate of the land would be paid to the occupants as compensation and a job would be offered to each family in the proposed workshop. Following this, the occupants agreed to withdraw their writ petition from the High Court.
After the required exercise, the revenue officials decided that Rs 8 lakh would be given for each acre of land and estimated that Rs 12.13 crore was required for this. Meanwhile, Kadiam Srihari met Chief Minister K Chandrashekhar Rao on April 6 and explained the need to evict the occupants so as to begin the work for setting up the railway wagon workshop, and prompted the government to release the funds.
According to Deputy Chief Minister K. Srihari, who has been pursuing the matter, the railways have already agreed to start works on setting up the unit once land is handed over to them. With a view of employment generation to local people, the State Government had offered to give 150 acres of land required for the purpose free of cost to the railways and accordingly 158.18 acres endowments land belonging to Sreeramachandraswamy temple near Madikonda was identified.
Later, the endowments department transferred the land to roads and buildings department in March this year.
However, some persons who encroached upon the lands moved the High Court seeking compensation against their forcible eviction stating that they had been dwelling there for over 40 years and their displacement would have adverse impact on their livelihood.
Mr. Srihari conducted a meeting with the encroachers and local elected representatives along with the revenue officials in February this year wherein the dwellers had agreed to vacate the land, provided 70% of the market value was paid as compensation to them along with employment to one person from every displaced family in the railway workshop planned.
After a detailed exercise, revenue officials worked out the compensation at Rs. 8 lakh each to every acre of land in occupation of the encroachers and every house. Accordingly, the total compensation was assessed at Rs. 12.13 crore.
The amount would now be cleared from Rs. 40 crore released by the government for the purpose.
