THANE: A consumer court in Thane, near Mumbai, has ordered the Konkan Railway Corporation to pay Rs. 1.65 lakh in compensation to a passenger who was robbed of his belongings on a train journey in 2015.

The complainant, Vinod Naik, a resident of Ulhasnagar in the district, informed the forum that on May 14, 2015 he was travelling by Kochuveli-Mumbai Lokmanya Tilak Terminus Express with his wife and 4-year-old daughter.
At around 2:10 am, someone pulled the chain, bringing the train to a halt. Following this, the train stopped for around 25 minutes between Kolad and Mangaon stations, when some unidentified men stole his wife's gold jewellery, along with his mobile phone and cash, worth Rs. 2.9 lakh, he alleged.
No railway policeman or Train Ticket Examiner (TTE) was available in the compartment, Mr Naik said alleging that his belongings were stolen due to the negligence and deficiency in service by the Konkan Railway, causing him financial loss and mental agony.
Vinod Naik told the forum that the respondent is liable to compensate him and sought Rs. 2.9 lakh for loss of property, Rs. 5 lakh for physical and mental harassment and Rs. 25,000 towards the legal expenses.
The Konkan Railway contested Mr Naik's claims saying that the rail administration is only responsible for the carriage of goods entrusted to it with a valid consignment receipt.
In the present case, the complainant's belongings were stolen from his custody for which the railway cannot be held responsible, it said.
Also, limited manpower in the Railway Protection Force (RPF) makes it impossible for the railway to deploy RPF personnel in every compartment. Keeping all this in mind, the railway cannot be held responsible for negligence.
The forum rejected the submissions of the respondent, observing that it is the duty of the railway administration to provide adequate security to the passengers and their property during journey, and that the paucity of staff cannot be an excuse to avoid responsibility.
Having considered the evidence on record and submissions made by the parties, there is negligence and deficiency in service on part of the respondent due to which the man suffered financial loss and mental agony, the consumer forum said.
COMMENTSUnder these circumstances, he is entitled to be compensated, the forum held in its order last week, ordering the Konkan Railway Corporation to pay Rs. 1 lakh for the loss incurred by the complainant, Rs. 50,000 towards compensation for his mental agony and Rs. 15,000 for the litigation charges.
The compensation is to be paid within 45 days, or else it will attract an interest at 12 per cent per annum, the forum added.

those are for Crew change, as that allows KR's crew to drive trains in their own territory
NGTN is too small, it has 3 Pf's but the place is nothing more than a sightly big village; the reliance petrochemical plant (formerly IPCL) is the only major thing there and as such can't drive any demand whatsoever.

That is most likely to happen. no one is going to take a train that reaches at 2:48 am.
Also, all sleeper coach train for such a short distance. it should have been 7:50 am Dadar - Sawantwadi spl to halt at Pen first then all these trains.

The Indian Railways is planning to start a roll-on-roll-off (Ro-Ro) service between Kolad and Boisar. The first test run was successfully conducted between the two stations yesterday. Besides examining the feasibility of the service, the trial run will also help the Railways explore the possibility of maximising freight earnings. According to a Central Railway officer, a Ro-Ro services rake can carry 40 trucks, and help save approximately 10 litres of diesel per kilometre.
Truckers usually take seven to eight hours to travel between Kolad and Boisar, but the Ro-Ro service is expected to cover the same distance in six hours.
A senior officer of Western Railways said that the Railway Board had asked Western and Central Railway to explore the feasibility of running Ro-Ro services from JNPT (over 5,000 trucks ply in and out of the port every day). He said that while the trial run was successful, there were some heightrelated issues with large containers, and Railways would study the exact number of trucks and containers that ply on the stretch before taking a final decision.
The first ever Ro-Ro service in India was run by Konkan Railway in 1999. The service is currently operational between Kolad and Verna, in Goa, and Kolad and Suratkal, in Karnataka.
“Goods delivery takes less than 12 hours between Kolad and Verna, and less than 22 hours between Kolad and Suratkal. The same distance by road would take at least about 24 and 40 hours respectively,” said a senior officer of Konkan Railway.
The trial run has found favour with Bal Malkit Singh, chairman, core committee of All India Motor Transport Congress. “It will definitely attract truckers,” he said. Transport expert Rishi Agrawal said that the introduction of Ro-Ro services between JNPT and Boisar would be a win-win situation for all stake-holders.

A fully loaded cargo truck is rolled on to a open carriage goods train and transported between two major cities. After reaching the destination the truck is tolled off and continue its journey to last mile connectivity.

MANGALURU: Konkan Railway Corporation Ltd (KRCL) is making all out efforts to woo transporters from this part to use its Roll-on-Roll-Off (RoRo) services by encouraging them to utilize the fixed schedule.
This will make it attractive for transporters to ensure their trucks reach the starting point at Surathkal accordingly. KRCLs efforts to operate scheduled RoRo services between Kolad and Surathkal have yielded good results with regular patronage.

When transporters are assured of fixed departure and arrival of RoRo service, it will encourage them to utilise the service more. Introduced on January 26, 1999, RoRo is a unique service where trucks are carried piggy-back on specially designed flatcars.
A reflection of its popularity can be gauged from the fact that against an average of 1.43 trucks per day in 1988-89, KRCL carried a maximum of 153.20 trucks per day in 2014-15 and 109.72 trucks per day up to November in 2016-17. KRCL incidentally made 81 trips carrying 522 trucks in 1988-89 earning a revenue of Rs 0.39 crore. KRCL earned its maximum revenue of Rs 73.18 crore in 2014-15 when the service made 1206 trips carrying 55,919 trucks, he noted.
A scheduled service will offer assured pick-up and delivery of trucks within specified timeframe and a maximum of 25 hours, he said adding the facility will benefit regular freight movement between Mumbai and Mangaluru region along the Konkan Railway route. The success of this service can also be gauged from the fact that even Indian Railways has made use of the concept developed by KRCL and introduced it in other parts of the country, he said.
Benefits of RoRo is social as well as economic in nature. With as many trucks being transported on train, it leads to decongesting the busy national highway, reduction in number of accidents and also giving much needed breather to drivers from the strain of continuous driving. The other benefit to transporter is reduced wear and tear of their trucks and substantial savings in terms of fuel, he surmised, adding transporters could get in touch with KRCL offices for details.

Central Railway has decided to take up Line Block at DIVA station on 18/09/2016 Sunday from 08:30 to 18:30hrs Total 10:00hrs Block due to which following train cancelled and special trains will be run. Details of the services are given as under:-

No.50104/ 50103 Ratnagiri – Dadar – Ratnagiri Passenger on 18/09/2016 (Sunday) is cancelled.

B) Train No. 00504 /00509 Ratnagiri - Panvel –Ratnagiri Unreserved Special on 18/09/2016 :-
Train No. 00504 Ratnagiri – Panvel Unreserved Special will leave from Ratnagiri at 07.30 Hrs.on 18 September 2016. Train will reach Panvel at 14.45 Hrs. on Same Day.
Train No. 00509 Panvel- Ratnagiri Unreserved Special will leave from Panvel at 16.57 Hrs. on 18th September 2016. Train will reach Ratnagiri at 00.50 Hrs. on Next Day.
Train will have 18 Coaches and will halt at Bhoke, Ukshi, Sangameshwar, Aravali Road, Savarda, Kamthe, Chiplun. Anjani, Khed, Divankhavati, Vinhere, Karanjadi, Sape-Wamane(H), Veer, Goregaon (H), Mangaon, Indapur Road (H), Kolad, Roha, Nidi, Nagothane, Kasu, Pen, Hamarpur, Jite, Apta, Rasayani and Somatne Stations.

Passengers may avail of the services.
