Mumbai: The Railway Ministry’s plan to convert the 130-year-old Chhatrapati Shivaji Maharaj Terminus (CSMT) building in south Mumbai, into a museum, has run into a controversy with architects and rail employees raising objections over the move. While the architects say it is “difficult” and “impractical” to turn this iconic complex, the administrative headquarters of the Central Railway (CR), into a museum, the railway unions say relocation will cause inconvenience to the employees currently working there. Railway Minister Piyush Goyal, during his visit to the CSMT in November last year, had announced to convert this busy train terminus into a “world-class museum”.

the plan. As per the directions of the Under secretary (Establishment) of the Railway Board, the advisory board will be chaired by the General Manager of CR and comprise five other members, who will “conceptualise, finalise and recommend” the plan for the proposed museum.
Conservation architect Vikas Dilawari expressed his reservations over the project saying, “A museum requires many things like a narrative, a storyline. It also requires a curatorial team for the display of collection.” “The CSMT is roughly as huge as the Chhatrapati Shivaji Maharaj Vastu Sangrahalaya (CSMVS) museum (also in South Mumbai). So it’s not so easy to convert it into a museum. The CSMT was designed for a different purpose,” he added.
Listed as a World Heritage structure in 2005, this imposing structure was designed by British architect Frederick William Stevens.
Stevens, who worked for the British colonial government in India, was entrusted with the task of designing the CSMT (formerly Victoria Terminus) building in 1877. It took 10 years to complete the structure, which is built in the Indo-Saracenic style of architecture. The CSMT is the originating and terminating station for hundreds of express and suburban trains, in which around 30 lakh people commute daily. The building already has a small museum inside it. Another noted city-based architect said the plan to create a museum will face practical hindrances and challenges.
“Museums are created in the buildings that have outlived their original usefulness, like the Orsay Museum in Paris. The CSMT is a fully functional building and was integrally designed to be a train station,” he said. “Only the lower floor of this building, which is a bit redundant, can be converted into a museum to some extent.
The offices there can be relocated,” he opined.
“The plan will hit practical road-blocks too…Do you think that an old engine can be placed on the first floor to be showcased as an artifact? A rail museum would be incomplete without the railway tracks. So where is the space for it (to lay the tracks)?,” he asked. The railway employees are also up in arms against the proposal. Central Railway Mazdoor Sangh (CRMS), a recognised rail union of CR employees, had recently held a protest against the move at the headquarters and vowed to continue doing it till the ministry withdraws its plan.
“This building is a matter of pride not just for the CR, but for the Indian Railways and the country. The railway minister’s plan to convert the grand building into a museum would damage its grandeur. Employees will suffer as they have to move out from here. We will oppose the plan at any cost,” Pravin Bajpai, general secretary of CRMS said.
The railway administration, however, says that once the museum is complete, it would be even more remarkable. “The railway department had done a proper homework before the announcement was made. So, they should better wait and watch. Once done, it would be a very nice thing to watch. It will be even more monumental,” a top CR official said.

Mumbai: The Central Railway received its first newly manufactured Bombardier local train with air-condition (AC) facility in driver’s cabin. The train has been kept at the Kurla car shed which will soon be commissioned for operation. The train also has fitted LED light which are provided in all the coaches.

“It is the first such Bombardier rake in Mumbai division’s suburban section wherein the driver’s cabin, at both ends, is air-conditioned,” Central Railway chief spokesperson Sunil Udasi said.
The CR’s first Bombardier rake was inducted on December 14. It had run a total of 12 services – six each up and down – on the first day. The train, manufactured by a Canada-based transportation company, has more legroom, better ventilation, comfortable seats and brighter interiors. The CRS has approved a maximum speed of 100 km an hour between CSMT and Kalyan, and 105 km an hour beyond Kalyan, said sources. The Western Railway was the first to launch a complete AC local between Churchgate and Virar stations recently.

Indore: The reluctant approach of central government in handling railway projects involving great public interest as well as foreign exchequer earning got exposed in the recently presented Union budget, which included railway budget as well.
In a disappointing turn, the budget, presented on February 1, had just Rs 100 crore allocated for 339-km-long Indore-Manmad railway project estimated at Rs 10,000 crore. Strangely, the apathy was despite the fact that the project once completed would reduce the distance between Indore and Mumbai by about 150 km and thus, avail the shortest route to dispatch export consignment from Pithampur to Jawaharlal Nehru Port Trust (JNPT) Mumbai.

to pink book of the Railway Budget for 2018-19, Rs 100 crore has been sanctioned for the important project, while as per the detailed project report (DPR) the estimated cost is Rs 10,000, with railway contributing Rs 4983.99crore and the Union shipping ministry the rest.
Criticising the move, experts said that the fund sanctioned in the budget was quite insufficient to complete the ambitious project early, and if the government continues to fund the project in such small amounts after long intervals, the project might take at least next 10 years to complete, with project cost being doubled up.
Importantly, Indore-Manmad Rail Project is the maiden one taken up by recently constituted Indian Port Rail Corporation Limited (IPRCL) by Union ministry of shipping on December 22, 2017. The objective of constitution of the PSU Corporation is to enhance port connectivity and evacuation.
The railway board has approved DPR of the project and forwarded it to railway ministry for its formal approval. The project, which had been conceptualised about 100 years ago, was approved in 2016 by then railway minister Suresh Prabhu in the railway budget. Thereafter the project got speed and its final earth survey was completed last year and subsequently the DPR was chalked out.
HC intervention sought to increase funding
Chief of Indore-Manmad Railway Project Struggle Committee, Manoj Marathe expressed deep disappointment over the paucity of fund in railway ministry. He said that the sanctioned amount was almost nothing against the projects’ estimated cost of whopping Rs 10,000 crore. He said that “My petition on the issue is still pending before Indore Bench of MP High Court and we shall again approach court demanding it to serve notice to railway ministry to increase allocation of funds for the important project.”

so, if IR is giving 100 crores this year, how much is JNPT port giving???
amazingly enough, I know and have been multiple times to the revas port they have mentioned, never saw anything that could be called as expansion there, it still looks today as it was constructed close to a century ago :P

The Central Railway on Thursday received its first newly manufactured Bombardier local train featuring an array of new features like air-conditioned driver cabin, CCTV in ladies coaches, LED lighting among others.
The rake has been kept at the Kurla car shed and is expected to be commissioned for operations soon.

The rake has six to seven CCTV cameras installed in each of the five ladies compartments, in line with Railways efforts to ensure safety of female commuters.
The overall fitment of the cameras is also top notch as they were factory-fitted at Chennai’s Integral Coach Factory. In older rakes, the cameras were installed locally at city workshops.
With stainless steel seats instead of polycarbonate seats the overall interior of this newly received rake has improved considerably.
“It is the first such Bombardier rake in Mumbai division’s suburban section wherein the driver’s cabin, at both ends, is air-conditioned,” Central Railway chief spokesperson Sunil Udasi said.
Earlier this year, Western Railway became the first division to launch a fully air-conditioned local on the Churchgate-Virar route. The train, incidentally, was procured for CR but could not be used on the route due to infrastructural issues.

The Central Railway as well as the Western Railway will not face fund crunch to execute projects this year as “sufficient” allocations have been made in Budget 2018-19, officials said today. While the allocation for the Western Railway this year stands at Rs 5,802 crore, which is 31 per cent more than the previous year, the Central Railway has received Rs 4,619 crore for the new projects and passenger services, the officials said. “Now, fund shortage will no longer will be a problem for the execution of projects,” they said.

The pink book comprising the nitty-gritty of the railway projects and estimates was tabled in the Parliament today and it was then shared with the respective rail zones. Mumbai is headquarters to zonal railways– Central Railway and Western Railway– and railway projects are executed and implemented by the Mumbai Rail Vikas Corporation (MRVC), a joint venture of Railway ministry and state government.
WR General Manager A K Gupta said the budget has provided a bumper allocation for Mumbai suburban network so that long-awaited infrastructure projects can be taken up. “Among the major works in the suburban network, 43 new FOBs at a sanctioned cost of Rs 450 crore, 372 escalators in WR and CR, extension of platforms between Andheri and Virar slow corridor to accommodate 15 car rakes, upgradation of coach maintenance depot at Bandra terminus, CCTV cameras for all suburban trains, have been sanctioned,” he said.
Speaking about the Mumbai Urban Transport Project (MUTP)-3A, CMD of MRVC, R S Khurana, said, “Under the MUTP-3A project, that has been approved by the Ministry, work on the fast elevated corridor between CSMT-Panvel on Harbour Line, new suburban corridor between Panvel-Virar, 5th and 6th lines between Borivali-Virar, procurement of 210 AC EMU rakes, 4th line between Kalyan-Asangaon etc, will be taken up.” Khurana said these projects will be taken up keeping in view the future requirements of commuters in the Mumbai metropolitan region for the next 20 years.
CR Additional General Manager Vishal Agrawal said the Central Railway has received Rs 4,619 crore for the new projects and passenger amenities, which include new lines worth Rs 1,327 crore. S K Jain, Divisional Railway Manager (Mumbai) of CR said, “Mumbai division has been given 34 works. The division today issued Notice Inviting Tenders (NITs) for 17 works collectively worth Rs 419 crore, including 21 FOBs, level crossing gates.”
