Now that the new government is in office, perhaps it would like to take a second look at the pending railway projects in need of urgent intervention, especially the completion of Multi Model Transport System (MMTS) Phase Two and its further extension from Ghatkesar to Raigir, near Yadadri.
Like the MMTS Phase Two’s ₹816-crore 101.05-km project, the TS government had requested and got the line to Raigir - three kilometres from Yadadri - sanctioned, to provide railway connectivity to the temple town, where the famous Lakshmi Narasimha Swamy Temple is undergoing a major renovation.
Tenders

were floated last year for the 32 km new rail line from Ghatkesar to Raigir after a survey at a projected cost of about ₹410 crore for completion in three years. However, South Central Railway (SCR) was forced to cancel tenders since no funds were released from the government to take up work.
“Railway Board (RB) had allocated ₹20 crore last year. However, due to lack of response from the government it had advised us to abandon the work,” said a senior railway officials. The government had to give ₹290 crore as its share and the implementing agency Rail Vikas Nigam Limited (RVNL) had sought ₹75 crore to begin with.
In fact, RB was also inclined to halt the ongoing MMTS Phase Two work if the funds infusion from the government was not forthcoming. SCR claimed to have spent ₹470 crore including ₹300 crore and more from its side so far. The government had released ₹60 crore and later ₹100 crore while remaining ₹380 crore or thereabouts is yet to be released.
An effort to garner funds through landpooling in the suburbs to fund the project has remained a non-starter. The current General Manager Vinod Kumar Yadav had originally wanted to begin opening sections from December last year onwards and more than a year later, the word is “majority of the works will be done by March next year.”
Phase Two works began in 2014 and the first line of 5.75-km between Tellapur-Ramachandrapuram has been completed. Rail works are nearing completion in the following sections: Bolarum-Medchal, Moula Ali-Ghatkesar, Falaknuma-Umdanagar and Sanatnagar-Moula Ali. SCR is keen to complete despite constraints as it will help it “move long-distance passenger and freight trains more efficiently even while running any suburban city trains”.

HYDERABAD: A slightly modified plan for the second phase of Multi-Modal Transit System (MMTS) seeking to connect Patancheru with the city on one side and Ghatkesar on the other, has been accepted by the State Government.
The lines that have been cleared towards strengthening the MMTS services include Secunderabad-Medchal (28 km), Falaknuma-International Airport, Shamshabad (20 km) and Secunderabad-Ghatkesar (19 km).
It has also been decided to revive the 8-km abandoned line between Tellapur, further down Lingampally, and Patancheru. This would mean extension of the MMTS services up to Patancheru.
Strengthening

of lines
It was also decided to strengthen the line between Moulali and Sanathnagar and also the one connecting Kachiguda with Moulali. Apart from MMTS services, these two lines would help in decongestion of the Secunderabad station by allowing diversion of goods trains.
Once the bypass of Kachiguda-Moulali and Sanathnagar-Moulali are strengthened, goods services running from Vijayawada, Delhi and Kolkata to Mumbai will be diverted on these routes and avoid having to enter the Secunderabad yard, says N.V.S.Reddy, MMTS Project Director.
The revival of Tellapur-Patancheru tracks would mean extending the service to one of the busiest city outskirts on tracks that have been lying idle for a long time after the railways abandoned a failed sub-urban service to Patancheru.
Budget-sharing
On the Secunderabad-Ghatkesar route, there are two lines at present and the proposal envisages adding a third line for the MMTS service.
This new proposed networking of MMTS would comprise six lines at an estimated cost of Rs. 325 crores. The budget would be split between the State Government and the Railways with the former contributing Rs. 217 crores.
Mr.Reddy said the MMTS trains have started drawing more commuters in the last few months with the number of users going up by almost 1,000 each month. "On an average, about 34,000 commuters are using the service every day," he said. A review of the service was done at a meeting in which the South Central Railways General Manager, D.N.Mathur, also took part on Thursday. The proposal on the second phase which received the approval of the Chief Minister, Y.S.Rajasekhara Reddy would now be sent to the Railway Board, Mr.Reddy said.
