Duo sold long-distance train tickets at a premium from a medical store and travel agency in Bhayandar
Adversity gives rise to new ways to scam people. This is what touts have been doing with migrant labourers, who are leaving Mumbai and heading back to their native places. On April 20, a Central Railway team consisting of officers from Vigilance, Commercial and Railway Protection Force (RPF) caught two touts who owned a medical store and travel agency in Bhayandar.

checking passengers queuing up at stations of KurlaLokmanyaTilak Terminus (LTT) and ChhatrapatiShivajiMaharaj Terminus (CSMT). Most of the tickets were meant for north-bound trains to states like Uttar Pradesh and Bihar.
“We caught some passengers with fake tickets illegally bought from these touts. Passengers might not know that these are touts who aren’t allowed to sell long distance train tickets,” said a CR official.
Sources said that when they came to know about a medical shop and travel agency selling train tickets, they did a recce of the location. They found that people were booking train tickets from a medical shop, Sai Baba Medical in Bhayandar. Likewise, a travel agency called Ravi Travels was allowed to sell tickets under Yatri Ticket Seva Kendra scheme where operators could sell reserved tickets but cannot overcharge.
The officers sent a decoy to the shop. “We sent our officer to the shops where he enquired about train ticket availability. He then bought the tickets and also paid fares with a premium of Rs 300-500 per ticket,” said another railway official.
In a joint raid, they apprehended one Sushil Singh from Sai Baba Medical and General Stores and Ravi Shukla from Ravi Travels. “After searching the premises, we came through 151 e-tickets worth Rs 1.11 lakh in possession of Sushil Singh, who admitted selling e-tickets at a premium. Ravi Shukla was found in possession of seven tickets amounting to Rs 17,945 and e-tickets,” said ShivajiSutar, Chief PRO, Central Railway.
Both were handed over to RPF from Kurla where cases were registered against them under section 143 of Indian Railway Act. They are also investigating if these touts edited the names of passengers, used software to speed up ticket booking and any other ways to cheat.

Mumbai: Nineteen suburban railway stations are likely to undergo a transformation, with the Mumbai Rail Vikas Corporation (MRVC) finalising plans for at least 13 railway stations, of which drawings have been finalised for four, namely Khar and Bhayandar on Western Railway and Ghatkopar and Mulund on Central Railway.
"We have created a general arrangement drawings (GAD) for these stations and have also received approvals for some of them. We will soon call for tenders," said R Khurana, Chairman and Managing Director, MRVC.

revamp at the floor and deck levels. For instance, at Khar station, the elevated portion will have a massive 12.5 metre-wide deck and another 22.5 metre-wide deck that will connect all foot overbridges (FOBs). Existing FOBs will be widened and there will be new wider ones as well. The platform on the west side is expected to be widened upto 14 metres while many structures will also be relocated. Khar is a small station but has the potential to be a connector for the Bandra Terminus and Bandra-Kurla Complex.
Likewise at Ghatkopar, which is a major railway station that is also a Metro One terminus (Versova-Andheri-Ghatkopar), will undergo a revamp. Railway offices will be shifted to the elevated level that will be upto 280 metres long and 15 meters wide, inter-connecting all the FOBs. In the last few days, since local trains and metro rail have resumed operations for all, the footfall on these has increased.
"We will be constructing a skywalk and a wider deck to connect the metro station, that will be partly done by the civic authorities," said an official from the MRVC.
At Bhayandar station, the authorities are also going to concentrate on widening the platforms, creating double discharge platforms and extending these to allow 15-car trains and improve the connecting areas outside. The latter measure includes creating more parking space for two-wheelers, food courts, VIP rooms and widening of FOBs.
"We have submitted GADs of 13 stations on both railways together. The initial drawings and other plans for around four stations are under process. The total cost of this station development is Rs 950 crore, wherein we will also set up multi-speciality stalls, food serving stalls and other amenities," said an official from the MRVC.

The Mumbai Rail Vikas Corporation (MRVC) has received approval from the Railway Board for a Rs 947-crore revamp of 19 stations — 11 on the Central Railway (CR) and eight on the Western Railway (WR). MRVC has already begun planning the redesign of a few of these stations, with a focus on making them less congested to allow for social distancing. MRVC officials said they were mainly looking at remodelling smaller stations, which have remained congested during the lockdown even though local trains haven’t been open to all. An official, who did not wish to be named, said, “We want to create more breathing space at these stations. Their entrances will be widened, and ticketing counters, food stalls and other amenities will be shifted to the upper deck.”
Redesigns of 14 of the 19 stations have already been approved
The revamp of the 19 stations is part of the Rs 33,690-crore Mumbai Urban Transport Project-3A which will augment the suburban rail system, especially in the northern suburbs and across the wider Mumbai Metropolitan Region.MRVC has awarded consultancies for architectural planning and environmental and social impact assessment, and has invited expressions of interest for a detailed design engineering consultancy. An MVRC official said the process was delayed because of Covid-19, but most of the concept plans have been approved.Subhash Gupta, president of Rail Yatri Parishad, said, “There is a need to decongest Mumbai’s railway stations, especially the smaller ones. The railways should also do something to clear obstructions outside stations to allow people to enter and exit them easily.”

Western Railway will resume the Air Conditioned (AC) train services in Mumbai from October 15. As per the official release, the Western Railway will run additional 194 special services including the 10 AC trains, from October 15.
Of the 10 AC trains, two trains will be slow trains running DOWN direction between Mahalaxmi- Borivali and the other, UP direction between Borivali- Churchgate. The rest will be eight fast trains - four will run DOWN direction between Churchgate-Virar and the other four in UP direction between Virar-Churchgate.
According to the press release issued by the Chief Public Relations officer of the Western Railways, Sumit Thakur, a total of 10 Air Conditioned services (2 Slow services - 1 in DOWN direction between Mahalaxmi- Borivali and 1 in UP direction between Borivali- Churchgate & 8 Fast services- 4 in DOWN direction between Churchgate-Virar and 4 in UP direction between Virar-Churchgate) will operate.
In order to avoid overcrowding, Western Railways has decided to increase the number of train services.
With this, the total number of special services on Western Railways being operated only for emergency services staff notified by the Maharashtra government will increase to 700 from the current 506.
"Out of the increased 194 new services, 49 services will be operated during morning peak hours and 49 services during evening peak hours for the convenience of commuters," said Thakur.
Out of the total 194 increased services, 51 services have been increased in Churchgate-Virar sector, 96 services increased in Borivali-Churchgate sector, 9 services increased in Bhayandar-Virar sector, 12 services increased in Nalasopara-Churchgate sector, 9 services increased in Churchgate-Bhayandar sector, 2 services in Vasai Road-Churchgate sector, 8 services in Bandra-Borivali sector and 8 services in Churchgate-Bandra sector.
More people, such as employees of co-operative and private banks were permitted to use Mumbai's suburban train service from September 21.

Indian Railways' Western Railway(WR) zone has decided to resume the Air Conditioned(AC) trains in the Mumbai sub-urban services.

order to maintain social distancing and to avoid overcrowding, Western Railway has taken the decision to increase the number of daily special suburban services from 506 to 700 with effect from 15 October by adding 194 additional services including 10 air- conditioned EMU services.
Out of the increased 194 services, 49 services during morning peak hours & 49 services during evening peak hours have been increased for the convenience of the commuters.
Out of the total 194 increased services, 51 services have been increased in Churchgate-Virar sector, 96 services increased in Borivali-Churchgate sector, 9 services increased in Bhayandar-Virar sector, 12 services increased in Nalasopara-Churchgate sector, 9 services increased in Churchgate-Bhayandar sector, 2 services in Vasai Road-Churchgate sector, 8 services in Bandra-Borivali sector and 8 services in Churchgate-Bandra sector.

It's worth mentioning that after complete closure due to COVID-19 lockdown since 23 March, Western Railway on the request of Govt of Maharashtra, had commenced the selected services of special suburban trains from 15 June, 2020 on the Mumbai suburban section.
The services were gradually increased for the convenience of passengers and to avoid crowding and maintain social distancing. The latest increase was implemented from 28th September, 2020, when the total services were increased from 500 to 506 by adding 6 more services including two Ladies' Special services over WR's suburban section.
The Western Railways has said that on the request of the Maharashtra government permission has been granted by Ministry of Railways to differently-abled persons and cancer patients for travel by special compartment in special suburban services with valid travelling authority over Mumbai Suburban network.
According to a press statement from Chief Public Relation Officer (CPRO) Western Railway, Sumit Thakur, "On the request of government of Maharashtra on October 8, permission has been granted by Ministry of Railways, Government of India to differently-abled persons and Cancer Patients for travel by special compartment in special suburban services with valid travelling authority over Mumbai Suburban network."
Considering the present scenario of pandemic, the special suburban trains and stations over WR, are regularly sanitized & cleaned to upkeep proper hygiene. All commuters as permitted by Govt of Maharashtra, are requested by Western Railway to follow social distancing norms and wear mask, while travelling in special suburban trains. Only specific Categories should travel in these special trains, as permitted by Govt of Maharashtra.
