About 3.75 acres of private land is required for widening the road
The Council of Mangaluru City Corporation has decided to seek Rs 20 crore from the state government for acquiring 1.25 acres of private land for widening the road between Morgan’s Gate Junction and National Highway 66 via Mahakalipadpu railway crossing.
Initially, the Chief Secretary of the state had said that the government would share the funds required if the civic body agrees to share the cost. Accordingly, it was decided to share 10 crore each equally between the MCC and the
government for the land acquisition.
Whip in the Council Premananda Shetty said that it was an important alternative road to connect the city and NH 66. The government had asked the MCC to make use of the funds available under its premium floor area ratio (FAR) account. Unfortunately, as per the provisions of the premium FAR, the funds can not be used for acquiring land and paying compensation.
The funds should be used only for road widening. Accordingly, the Council has decided to request the government to release the entire Rs 20 crore for the acquisition of land.
About 3.75 acres of private land is required for widening the road. The landowners have agreed to share 2.5 acres through the provisions of transferable development rights (TDR). But the remaining 1.25 acres of land needs to be acquired.
A railway underpass will be built at Mahakalipadpu Railway Crossing, at a cost of Rs 30 crore, as a part of the road development project. The total estimated cost of road widening and railway underpass is Rs 50 crore. The project will be taken up by Mangaluru Smart City Limited under Smart City Mission.
The MSCL managing director, in the past, had written to the MCC to bear the cost of land acquisition as there is no provision under the Smart City Mission to utilise the funds for acquiring private land for implementing the project. The railway underpass at Mahakalipadpu is a long-pending demand of the residents to ease the traffic.

The second railway underpass that was under construction on national highway at Padil here was set to be opened for public use shortly. However, before it happened, the road caved in and a huge pit has been formed in the middle of the road. One shudders to think what would have happened if the underpass was inaugurated and the road had opened up when vehicles were passing over it.
The work on the underpass was progressing at a snail's pace since the last two years. The work would have been completed within
two days. Final touches were being given to the work, and a roller was smoothening the road surface with tar and crushed stones when the road suddenly suffered a depression and a huge pit with a depth of about three feet was created on the road. It is said that underground drainage passes under the spot and the incident was a fallout of road work conducted without taking notice of the underground drainage passing below.
After the metalling of the road was conducted a few days back, the region had experienced good rainfall. The rainwater had softened the earth under the road and due to the pressure of the roller when levelling the road, the road caved in, it is said.
The inauguration of the underpass therefore stands postponed. Now, the road would have to be dug to find the source of the problem. Thereafter, if there is underground drainage, slab would have to be fixed over it before undertaking road work all over again. In the meantime, because of monsoon, the work may be hampered.
The underpass is being constructed at a cost of Rs 5 crore on national highway 75. As the spot experiences heavy flow of rainwater, the railways had elevated the spot with the help of mud by 1.5 metres. It is said that the underpass conforms to Indian Road Congress rules and regional transport office conditions relating to width, height etc. There is facility for pedestrians at the underpass and drains have been provided for free flow of storm water.
There is confusion over who executed this work. When contacted, highway department officials said that the work was executed by the railways while the railway officials stated that national highways authority had done it.

Mangaluru: A Shramik special train ferrying migrant workers from Thirur to Jaipur derailed at Padil here on Tuesday, May 19 morning.
No casualties were reported in the incident.
The railways authorities visited the spot and have commenced rerailing work.

MANGALURU: In a step aimed at easing movement of trains in and around Mangaluru Junction station, Southern Railway has undertaken slew of new works including commissioning of double line between Mangaluru Junction and Padil stations on Tuesday. This station is crucial for train operations in this part for three networks – SR towards South, South Western Railway towards East and Konkan Railway towards North – meet.
Construction division of SR had undertaken doubling of track between Mangaluru junction and Panambur yard via Padil. At present doubling work on 17-km stretch between Mangaluru Junction and Padil, barring a 2-km stretch between Kulashekar and Padil that includes 600 mts of tunnel at Kulashekar, is complete. These works, Palakkad division of SR in a release
stated is bound to ease congestion of trains and facilitate their hassle-free movement.
Connectivity on this stretch for passenger trains hitherto was on one track. Trains were detained to allow goods train to pass. On commissioning the double track for passenger train late on Tuesday; train 12617 Ernakulum Junction–H. Nizamuddin Mangala express was to operate on newly commissioned double line. Doubling between Mangaluru Junction and Panambur (21-km) including tunnel work is expected to be over by March 2021.
SR also executed several improvement works at Mangaluru Junction. Platforms 1 to 3 have been extended to accommodate 26 coach trains while provision for two engine lay-byes have been provided to facilitate traction change from diesel to electrical and visa-versa. Electronic inter-locking signalling system has been replaced with upgraded electronic interlocking and dual visual display units at Junction and Padil and this will ease movement of trains.
Provision has also been made for continuous track circuiting between Mangaluru Junction and Padil to ease movement of trains and ensure safety while trip shed and ballast siding have been provided at Junction. At present, 4 pairs of express trains originate from Mangaluru Junction including one pair of daily tatkal special train. Out of 102 train services passing through it include 8 daily passenger trains, 2 DEMU trains and 12 daily express trains.

Tuesday’s announcement by Minister of State for Railways Suresh Angadi about the introduction of another train between Bengaluru and Mangaluru has kindled hopes among coastal people who were demanding a super-fast express between Bengaluru and Karwar/ Vasco-da-Gama.
National Railway Users’ Consultative Council Member Kunjal Venkatesh Kini in the recent meeting of South Western Railway’s Zonal Railway Users’ Consultative Committee at Goa had raised the issue saying the present Bengaluru-Karwar Express takes over 17 hours. The service is of little help to passengers beyond Udupi, Mr. Kini told SWR.
An overnight train could reach
Karwar in about 13 hours if it skips Mangaluru and moves via Padil bypass, off Mangaluru Junction, Mr. Kini noted. Goods trains between Bengaluru-Karwar/Goa operate via the bypass.
The time spent on moving till Mangaluru Central and loco-reversal (change of engine direction) could be saved if the express train is operated on the bypass, Mr. Kini said.
Rail fan Gautam Shetty said Mr. Angadi must have meant the new train to Karwar as recently Muzrai Minister Kota Srinivas Poojari had conveyed to him the demand from coastal people for a super fast train to Karwar.
Safety certification
SWR said in the ZRUCC meeting that Padil bypass was not certified for passenger trains by the Commissioner of Railway Safety and hence it may not be possible to operate the new train.
Mr. Shetty however said Padil bypass falls under Southern Railway’s Palakkad Division and nothing prevents SWR from sending the proposal for the new train. He said SR was prepared to accommodate the new train on the bypass and quoted an RTI reply, which said, “It was operationally feasible for a passenger train from SWR jurisdiction to reach Konkan Railway without touching Mangaluru Junction.”
Mr. Kini and Mr. Shetty suggested that the train could leave Bengaluru at 7 p.m., reach Padil at 3.52 a.m., Udupi at 4.35 a.m., Karwar at 8.30 a.m. before reaching Vasco at 11 a.m. In the return direction, the train could start at 4 p.m. from Vasco, 6 p.m. from Karwar and 11 p.m. at Padil to reach Bengaluru at 8 a.m.
Sources in SWR told The Hindu the Zone has sought an official communication from SR about the Padil bypass status. “We can move the proposal upon getting a positive response,” they said.

Tilldate Mumbai - North Konkan - Madgoan - Londa - Hubbali - ( Guntakkal / Arsikere) - Bengaloru trains were not been operated.
Moreover, no Konkan train Mumbai - Madgoan - Mangaloru jn - Mysuru / Bengaluru also operated.
These two routed trains have to be operated early.
No konkan train enter into the Interior Karnataka even though Karmataka contributed the
major portion in Konkan Railway.

Since single line path constraints no more in Konkan is the ready made reply.
So the existing 12133/34 Mumbai CSMTMangaloru jn existing expresses have to be extended to Mysuru.
Moreover, 10103 /104 Mumbai CSMT Madgoan Mandovi expresses have to be extended to Bengaloru city jn via Londa and Hubbali.
Till date no Konkan trains are operted from Mumbai to Interior Karnataka, even
though Karnataka state has contributed major share in Konkan execution.

Both the Express trains mentioned are dedicated for Goa bound travellers but the karwar express is extended to Mangalore. So are high demand remains and Mandovi express is not able to cater to the demand from Mumbai and extension should not be done. If such a demand exists a new biweekly train should be introduced subject to infrastructure upgrade in KR region.
