Is it a long term ploy taken to reduce ridership over time[since fare increases] and then ultimately shut down the train saying "low passenger quantity"? Anyone with half an ounce of Brain at railways should know that Express trains don't crawl at 28 kmph[especially not on an electrified route that is double electrified for the most part] and stop at EACH station.
Ridership won't go down at all. Given the timing and sole connectivity buses being even more costly
