Yes how do u expect this many conventional rakes avl for converting all memu or demu to exp .
All trains max will run with memu,demu rake but with exp tag

Okay. But passengers will get confused whether the train is Express or passenger train, as rake will be of MEMU or DEMU. In many stations there is no proper announcement system present, if any passenger misses the announcement he will board this MEMU with passenger train ticket and will be fined after caught by TTE. In starting few months this confusion will be highest as all these r already running trains and passengers know them as MEMU/ DEMU Passenger only.
Loss to Railways if checking not done at all stations seriously and also to passengers if they get caught by TTE adter travelling in these MEMU rake Express trains with passenger tickets.
