Dont know what sort of planning is done by officers of RB, It was pretty evident that Premium wont work with neither DD nor Shatabdi
Not only this case there are many other cases where poor planning or rather no planning seems to be done before starting new trains...

Ab agar semi-high speed, high speed, bullet, rocket etc. chalani hai, SVDK ke liye har gaon se direct train chahiye, har train 130 MPS pe chahiye, har section tripling aur quadrupling waala chahiye, freight aur passenger mein bhi LHB coaches chahiye aur saath mein fare increase bhi nahi karna to kahin se to cash generate karna padega. Railway ke paas Premium ke alawa aur koi avenue hai jyada cash generate karne ka? Obvious hai they will try to maximise premium revenue. Jab try karne ke baad idea flop hoga to apne aap kuchh aur sochonge like running normal AC express in lean season and Premium in peak season etc.
