I don't know about the all route patronization, but yes, there are few section or passenger trains where the rail is not getting any profit. I support to cancel those loss making service.
Again, if any train service give profit to rail in terms of money as well as common passenger in terms of service then rail should not cancel it. Vice versa is also applicable.

If this is going to be true, then by 2030 rail will have state wise zone and also the rail will be operated by state govt or fully private sector. There will no central government incorporation with the rail transport operation unless some special situation arise.

This is only assumption. If state will ruin by politics, then what central was doing for so many years. It is already ruined. Nothing left. Things are now a days happening to make it correct. I guess state wise division or fully privatization will take place after few years.
