आंध्र प्रदेश के विजयनगरम जिले में कुनेरू रेलवे स्टेशन पर कल रात 11.15 मिनट पर रायगढ़ के पास जगदलपुर-भुवनेश्वर हीराखंड एक्सप्रेस पटरी से उतर गई। यह दुर्घटना रायगढ़-विजयनगरम खंड पर हुई। दुर्घटना स्थल ओडिशा और आंध्र प्रदेश की सीमा पर है और ओडिशा के रायगढ़ कस्बे के निकट है। दुर्घटना स्थल पूर्वी तटीय रेलवे के वाल्टेयर डिवीजन के अंतर्गत आता है। इस दुर्घटना में रेल के एक वातानुकूलित तृतीय श्रेणी कोच, एक वातानुकूलित द्वितीय श्रेणी कोच सहित चार स्लीपर क्लास, दो साधारण द्वितीय श्रेणी के कोच और एक यात्री एवं सामान कोच को मिलाकर कुल 9 कोच पटरी से उतर गए।

से 7 की हालत गंभीर बनी हुई है। घायलों को अस्पतालों में भर्ती कराया गया है। हल्की चोट लगने वाले यात्रियों को प्राथमिक उपचार के बाद छुट्टी दे दी गई। चिकित्सा राहत रेल को दुर्घटना स्थल पर भेज दिया गया है। एंबुलेंसों की व्यवस्था की गई है और एनडीआरएफ टीमें भी राहत और बचाव अभियान के लिए दुर्घटनास्थल पर पहुंच गई है।
रेल मंत्री श्री सुरेश प्रभु ने मासूम लोगों की मृत्यु पर गहरा दु:ख व्यक्त किया है। उन्होंने कहा कि यह एक दुखद और दुर्भाग्यपूर्ण दुर्घटना है। उन्होंने मृतकों के परिजनों के लिए 2 लाख रूपये, गंभीर रूप से घायलों के लिए 50 हजार रूपये और मामूली रूप से घायल यात्रियों के लिए 25 हजार रूपये की अनुग्रह राशि की घोषणा की है। नागरिक उड्डयन मंत्रालय के तहत दक्षिण मध्य सर्किल के रेलवे सुरक्षा आयुक्त (सीआरएस) श्री राम कृपाल की देखरेख में इस दुर्घटना में वैधानिक जांच के आदेश दे दिए गए हैं।
रेल मंत्री श्री सुरेश प्रभाकर प्रभु, रेल बोर्ड के चेयरमैन श्री ए.के. मित्तल के साथ दुर्घटना स्थल के लिए रवाना हो गए हैं। इससे पूर्व, रेल बोर्ड के रोलिंग स्टॉक के सदस्य श्री रविन्द्र गुप्ता और अभियांत्रिकी रेल बोर्ड के सदस्य श्री आदित्य कुमार मित्तल भी घटनास्थल के लिए रवाना हो चुके हैं।
इस दुर्घटना से प्रभावित हुए यात्रियों को बाद में रायगढ़-संबलपुर से होते हुए कुनेरू से भुवनेश्वर के माध्यम से अपने-अपने गंतव्यों की ओर रवाना कर दिया गया। इसके अलावा संबलपुर, ब्रह्मपुर, भवानीपटना आदि कम दूरी के स्थलों के 13 बसों से भी यात्रियों को भेजा गया। रेल प्रशासन ने फंसे हुए यात्रियों के लिए जलपान की व्यवस्था भी की है। इस दुर्घटना के कारण रायगढ़-विजयनगरम खंड पर रेल यातायात प्रभावित होने से अन्य रेलों का मार्ग बदला गया है और इस खंड से होकर गुजरने वाली कुछ रेलों को रद्द करने की अधिसूचना संबंधित क्षेत्रीय रेलवे द्वारा अधिसूचित की जा रही है।
ईस्ट कोस्ट रेलवे के महाप्रबंधक, श्री उमेश सिंह सहित अन्य वरिष्ठ रेल अधिकारी और वाल्टेयर डिवीजन की रेल प्रबंधक श्रीमती चंद्रलेखा मुखर्जी राहत और बचाव कार्य की निगरानी के लिए दुर्घटना स्थल पर उपस्थित हैं। इस रेल के मार्ग पर आने वाले महत्वपूर्ण स्टेशनों पर हेल्पलाइन नंबर प्रदान किए गए हैं।

Road map
The Chief Minister directed all candidates to prepare a road map for development of their Assembly constituencies.
“The manifesto is a ‘sankalp’ [pledge] to form future government,” the 43-year-old SP chief said, exuding confidence that his party will sweep 300 of the 403 seats, far more than the 224 seats it had won in 2012.
Kisan Kosh
A highlight of the 32-page manifesto carrying photographs of both Akhilesh and Mulayam, but no snap of Shivpal, was Samajwadi Kisan Kosh for farmers to purchase seeds and fertilizers, perhaps to match the Pradhan Mantri Kisan Bima Yojana. The document promised establishment of farmers’ fund, 24 hours power in rural areas, expansion of Samajwadi pension scheme, free cycles to girls in Class 9-12, free smartphones, pressure cookers for poor women, free ghee and milk powder to poor students, nutritious diet to pregnant women at their place and 50 per cent discount to women in State buses.
Metro expansion in Agra, Kanpur, Varanasi and Meerut, Samajwadi Party smart villages, construction of Purvanchal and Bundelkhand-Terai expressways, river front development in prominent cities, and Samajwadi sports school were some other salient features.
However, Mulayam and his brother Shivpal as also Akhilesh’s aide Ramgopal Yadav were conspicuous by their absence from the stage shared by top SP leaders, though the party mentor arrived after the press conference was over, blaming the delay on chock-a-block traffic on roads leading to SP headquarters.
Attacks Modi
Releasing the manifesto, Akhilesh made a veiled attack on Prime Minister Narendra Modi for his ‘achche din’ promise and pilloried him, saying instead of getting good days, the people were handed over ‘jhadu’ (broom), and asked as to what happened to BJP’s ‘sab ka saath, sab ka vikas’ slogan.
Akhilesh also ridiculed the previous BSP government as “patthar wali sarkar,” accusing it of doing nothing except for installing stone statues of elephants, its election symbol.

The upcoming metro corridors between Noida and Greater Noida, and City Centre and Sector 62, are likely to become operational in 2018, ahead of the deadline.
According to Rama Raman, Uttar Pradesh Principal Secretary (Industries) and chairman of the Noida authority, work is on in full swing on these lines. “Trial runs on the Noida-Greater Noida and City Centre-Sector 62 lines will take place this year. However, commercial run of both lines will start in 2018. The deadline is April 2018, but we are expecting to begin operation before that,” said Mr. Raman.

Also, officials say that the Noida-Kalindi Kunj line is likely to become functional in July this year.
Mr. Raman, who also reviewed other development projects, has now directed officials to take action against workers and contractors responsible for delay in projects.
He also mentioned that a mini-stadium was being constructed in Sarfabad in Noida. “Electrical work is pending, which is likely to be completed this year,” he said.
Drive against violators
Talking about encroachment, Mr. Raman said he had directed officials to run an intensive drive against violators. “Noida is known as one of the finest planned cities in India. But, we have noticed that many roads have been engulfed by encroachers. This is true for residential sectors too. I have directed officers to identify the encroachments and serve notices to the encroachers,” he added.
According to Deepak Agarwal, CEO of the Greater Noida Industrial Development Authority, a heliport is being constructed in Greater Noida. “This month, the pre-bid process was completed. The heliport will be constructed in the next three years,” he said.
“We have also started a bus service in Noida. Soon, we will introduce more buses. We are encouraging people to use this service,” Mr Agarwal added.
Officials, meanwhile, said that to boost infrastructure in sectors along the Noida-Greater Noida expressway, the Noida Authority has started working on projects, including connecting Faridabad and Greater Noida.
“An arterial inter-change road has been planned to offer better connectivity to Sector 150 and its nearby sectors with Noida, Greater Noida and Delhi. Work is expected to begin in a month. Apart from this, all internal roads have been widened. We are also developing the 30-acre Saheed Bhagat Singh park here,” said another senior Noida Authority official.
Bridge across Yamuna
Sector 150 will be connected to Faridabad via two bridges on the Yamuna. Work on these is expected to kick-off in the next few months. Also, once the Kalindi Kunj road is opened to public, travelling to south Delhi will become easier.
Officials also added that 50,000-seater cricket stadium will be built in Noida along the expressway in Sector 152. This new stadium, which the Noida Authority has planned as a venue for Test matches, ODIs and T20s, will be part of the sports city project.

The Russian Railways is helping India’s national transporter increase the speed of its passenger trains up to 200 km per hour.

reach the desired speed limit, Russian Railways has proposed several technical and technological solutions, including reconstruction of railway alignment as well as treating the earth bed where there are speed restrictions.
New passenger cars
Since Indian Railways doesn’t have coaches that can move with a speed of 200 km per hour, a new type of passenger cars needs to be approved as well.
It has, however, expressed concern over “a number of large bridges with speed limits” on this particular stretch and has recommended a detailed survey of all these structures on the basis of which measures for reconstruction/repair will be taken up.
It has also been pointed out that railroad switches, which enable trains to shift from one track to another, at stations on this stretch are not suitable for a speed of 200 km per hour and a different type of switch has been recommended.
Digital tech network
A digital technological communication network for the entire section, instead of the existing radio communication, was also proposed.
A high-speed rail network will also require safety measures for pedestrians and motor vehicles at rail crossings.
Keeping this in mind, overpasses, anti-collision and anti-ram barriers as well as automatic alarm systems have been suggested.
A protective fencing along the length of the rail track was mooted in order to prevent accidents with people and animals on the track.
The Russian Railways also suggested noise shields for tracks near residential areas.
A protocol for this project was signed between the railway ministries of the two countries in October last year.
50:50 cost sharing
The high-speed project will be jointly financed and the cost will be split equally between the two countries.

However, Mr. Salim, who has been in the field for decades, says the construction of the 600-km-long road with a width of 45 metres in the existing circumstances does not sound workable owing to impediments including land acquisition. “We will have to wait for several years before carrying out such a huge undertaking, which involves mobilising the consent of land holders,” he points out.
The main advantage of the elevated highway, according to him, is that it hardly requires large-scale land acquisition. “A policy level decision can definitely usher in a change, where the government can bring down the expected cost of ₹34,000 crore for the construction of the widened national highway,” he says.
The proposal that describes the concrete road as a ‘white top road’ will be more vehicle-friendly and offer smoother and fuel-efficient ride. It will also help the government bring down the annual road maintenance cost, besides enabling travellers to save time.
Also, Mr. Salim points out that the State can project the enterprise as a milestone in its developmental history. “Such a highway above the railway line with proximity to the Arabian sea will be an asset to the tourism sector, and it can even claim a world-record for its uniqueness,” he adds.
The engineer also stresses the need for conducting a feasibility study and holding consultations with the Railway authorities. “Once approved in principle, the government can go for a detailed engineering study. A detailed project report can be prepared with the support of expert government agencies,” he points out.

Railway spokesperson Anil Saxena said there are indications of foul play as a goods train had passed the same track just two hours before the incident, which occurred in the Naxal-prone zone just ahead of the Republic Day.
“The driver applied emergency brake after feeling a big jerk and heard a loud sound.

Third party inquiry will be ordered, says Visakhapatnam MP
Track restoration work is in full swing at the Kuneru Railway Station in Komarada mandal, where Hirakhand Express from Junagarh Road to Bhubaneswar derailed at 11.10 p.m. on Saturday.

the visitors were Visakhapatnam MP K. Haribabu, former Railway Minister Bhakta Charan Das, AP State Rural Development Minister Kimidi Mrunalini, Parvathipuram MLA B. Chiranjeevulu, MLC D. Jagadeeswara Rao, and District Collector Vivek Yadav. Mr. Haribabu said that the government would order a third party inquiry into the issue to ensure transparency as officials detected a deep cut crack on the track.
Such an inquiry would able to ascertain whether it was a sabotage or not.
Incidentally, the crack was detected very close to the Kuneru railway outer cabin. DRM Chandralekha Mukherjee also visited the scene.
According to on-duty station master D. Krishna Rao, the train was speeding at 70 kmph on the main track while a goods train was stationed on the loop track. Mr. Rao said that he heard a loud noise and cries of passengers at the level-crossing at 11.10 p.m. on Saturday.

Tirunelveli
In Tirunelveli, 11 youths, who took part in the protest at VOC Ground on Sunday, fainted.
Two of them were taken to Tirunelveli Government Medical College Hospital. Their condition was stable. The others were treated as outpatients at a private hospital. Protests were held at 14 locations in the district, sources said.
Kanniyakumari
Over 700 students continued their stir at Anna Stadium in Nagercoil. People from all walks of life participated in the protest to show their solidarity with the protesting students on Sunday. The protesters raised slogans demanding a permanent solution to the issue and a ban on PETA.
Trains cancelled
Due to the stir, the following trains were cancelled on Sunday: Train No. 17236 Nagercoil- Bangalore Express; Train No. 16609/16610 Nagercoil- Coimbatore and Coimbatore- Nagercoil Express trains; Guruvayoor Express; Train No. 12633/34 Kanniyakumari-Chennai, Chennai-Kanniyakumari, Express trains; Train No. 16723/24 Thiruvananthapuram-Chennai and Chennai-Thiruvananthapuram Express trains; and Train No. 12690 Nagercoil-Chennai Weekly Special, according to Southern Railway sources. Nagercoil Chapter of INTACH has extended its support to the ongoing protests for jallikkattu.
In a press release issued here on Sunday, R.S. Lal Mohan, coordinator of Nagercoil Chapter of INTACH, said jallikkattu symbolised the valour of the youths of Tamil Nadu.
“It is an indigenous sports conducted in many parts of the southern and the northern parts of the State. Bulls have strong agricultural connections,” he added.
