Only solution seems for this is build a boundary wall/fence to prevent trespassers. That will also prevent encroachments on railways' land.
If 1 or 2 LPs does this, you can consider as not necessary. But if all LPs does, then certainly it's a rule by railways. You cant complain to the safety standards adopted by IR.
