As you may be aware that DFC is to start functioning by 2016, so they'll be forced to upgrade or strengthen the existing route before that. But you are right, projects announcing and implementing in IR takes ages, cuz of old admin system called red tapism.

An you see, the electrification of the NDLS-ASR route was done way back in 1999-2000, and we being very close to the main line, I mean Rajpura Jn. and we being on an important route called RBR (Rajpura-Bathinda Route) as is mentioned by IR itself in their documents, still looking for any upgradation for the past so so many yrs. In 2002, CORE had sent a proposal to electrify RBR, but Board refused it by saying, let the Zonal Division send the requests. There is a lot of RED TAPISM in IR and until IR doesn't agree on this that the branch lines or now what they call as FEEDER ROUTES, NEED to be strengthen because now they feel (After Japan Rail Corporation woke them up ) that IR is wasting a lot of potential revenue by ignoring or not upgrading the branch lines, which can be used to transport...

In my perception from now on , any new trains or freights moving towards Ludhiana Amritsar , shall ply on Jakhal DUI Ldh section cuz of congestion on the main route. That is why it is given importance.

The problem in the current scenario is this that almost all the trains coming in to RPJ from NDLS or umb side are hauled by electric locos, and RBR is a non electrified section at present. So, it'll be difficult to arrange diesel locos for the trains to move on RBR . I think perhaps they'll hold the trains at umb or set it on Jakhal DUI section.

i dunno. But their functionaries may be different. CORE ke pass surf ek kaam hai and RVNL ke pass others like bridges etc. RVNL is a bigger body than CORE. I am sure they are already working on it.
