In case of wait list/partially confirmed Tatkal tickets, refund rules of normal tickets are applicable.
ie. If any of the passengers are not travelling ,you will get a full refund after deducting the clerkage charges for all passengers. Cancellation should be done with in 2 hours from actual departure from the station.
If WL passengers alone are not travelling, A no-travel certificate should be obtained from the TTE and file TDR with in 72 hours from actual arrival at destination.

Yes. If no one is travelling , you will get a full refund including the CNF passenger.

Refund can be obtained by filing TDR. But TDR should be filed with in 2 hours of actual departure.
No refund of fare shall be admissible on e- ticket having confirmed reservation in case the request for refund is filed online after two hours of the actual departure of the train.

I have 1 more scenario, If i cancel Passenger 2,3 who are on WL then how much refund for passenger 1 via TDR process.
I am doing this coz refunds processed via cancellation takes max 3-4 working days where as TDR refund process might take 90 days.

If you cancel the two WL now, the PNR will be considered as CNF CK PNR and there wont be any refund on filing TDR.

If it was a normal partial waitlisted E ticket, if you cancel the entire PNR before 6 hours before actual departure , 25 % of the fare will be deducted as cancellation charge for the CNF passenger and 30 rs as clerkage charge for other two WL passengers.
If TDR filed after charting, you will get full refund after deducting the clerkage charges for all passengers, but it will take time.
Here it not possible as it is CK .
